A BILL FOR AN ACT

 

 

Relating to THE Military.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the Red Hill fuel storage facility is an important symbol of Hawaii's integral role in United States military operations.  The Red Hill fuel storage facility is under the sole control of the United States Navy and has held fuel for the United States Navy since the 1940s.  Recognized as a National Historic Civil Engineering Landmark, the Red Hill fuel storage facility consists of twenty underground fuel storage tanks and is capable of holding more than two hundred and fifty million gallons of fuel.

     The legislature also finds that the facility has a history of leaks from the storage tanks.  The legislature further finds that there is currently a fuel leak from the facility, which can affect the nearby groundwater and the health of the population in the area.

     The purpose of this Act is to address concerns relating to and the repair of the leaking underground fuel storage tanks at the Red Hill fuel storage facility.

     SECTION 2.  There is appropriated out of the environmental response revolving fund the sum of $          or so much thereof as may be necessary for fiscal year 2015-2016 and the same sum or so much thereof as may be necessary for the fiscal year 2016-2017 to address concerns relating to and the repair of the leaking underground fuel storage tanks at the Red Hill fuel storage facility; provided that this appropriation may be used to match federal funds that are appropriated to address concerns relating to and the repair of the leaking underground fuel storage tanks at the Red Hill fuel storage facility.

     The sums appropriated shall be expended by the department of health for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2015.
