A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Twenty-seventh REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $29,154,900 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2023-2024 for the purpose of capital improvement projects for the twenty-seventh representative district, as follows:

1.   Maemae elementary school

     Plans, design, construction, and equipment and appurtenances for school-wide telecom upgrades.

     Plans                          $100,000

     Design                         $100,000

     Construction                   $400,000

     Equipment                    $2,400,000

          Total funding                     $3,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

2.   Nuuanu elementary school

     Design and construction for enclosing the covered gym with fencing and other improvements.

     Design                         $250,000

     Construction                 $1,500,000

          Total funding                     $1,750,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Nuuanu elementary school

     Design and construction for resurfacing the visitor and staff parking lots along with driveways and other improvements.

     Design                         $200,000

     Construction                 $1,000,000

          Total funding                     $1,200,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

4.   Nuuanu elementary school

     Design and construction to resurface the covered gym floor and other gym improvements.

     Design                         $100,000

     Construction                   $350,000

          Total funding                       $450,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

5.   Nuuanu elementary school

     Plans, land, design, construction, and equipment and appurtenances for constructing an eight classroom building on top of the library and other library improvements.

     Plans                        $4,200,000

     Land                         $4,200,000

     Design                       $4,200,000

     Construction                 $4,200,000

     Equipment                    $4,200,000

          Total funding                    $21,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

6.   Nuuanu elementary school

     Plans, land, design, construction, and equipment and appurtenances for renovating the school kitchen and cafeteria facilities.

     Plans                          $320,000

     Land                           $320,000

     Design                         $320,000

     Construction                   $320,000

     Equipment                      $320,000

          Total funding                     $1,600,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

7.   Pauoa elementary school

     Design for providing a cover for the play court or to build a multi-purpose building for students play in when the play courts are wet and unsafe. 

     Plans                           $30,980

     Land                            $30,980

     Design                          $30,980

     Construction                    $30,980

     Equipment                       $30,980

          Total funding                       $154,900

     The sum appropriated for this capital improvement project shall be expended by the department of education.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2026, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2023.
