HOUSE CONCURRENT

RESOLUTION

urging the president of the united states and united states congress to exempt hawaii from the jones act.

WHEREAS, Hawaii is the most isolated populated land mass on earth and is located more than 2,400 miles from the United States mainland; and

WHEREAS, the State imports approximately eighty percent of its goods, ninety percent of its food, and ninety-five percent of its energy resources; and

WHEREAS, unlike other states, Hawaii is unable to import goods, food, or fuel via trucks or trains, making the State uniquely vulnerable to shipping disruptions; and

WHEREAS, the Merchant Marine Act of 1920, commonly known as the Jones Act, requires that all goods shipped between United States ports be transported by ships that are United States‑flagged and built; and

WHEREAS, a shortage of United States-flagged oil tankers makes it difficult for Hawaii to import energy resources from the mainland United States; and

WHEREAS, exempting Hawaii from the Jones Act would allow the State to reduce its dependence on foreign oil and to import more energy resources from California; now, therefore,

BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the Senate concurring, that the President of the United States and United States Congress are urged to exempt Hawaii from the Jones Act; and

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the President of the United States and members of Hawaii's congressional delegation.
