HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE AUDITOR TO CONDUCT A MANAGEMENT AND FINANCIAL AUDIT OF THE HAWAII AIR NATIONAL GUARD.

 

 

 


     WHEREAS, the Hawaii National Guard was established on January 27, 1893, to assist authorities in providing for the safety, welfare, and defense of the people of Hawaii; and

 

     WHEREAS, the Hawaii National Guard comprises the Hawaii Air National Guard (HIANG) and Hawaii Army National Guard; and

 

     WHEREAS, HIANG has a mission of providing organized, trained units to protect Hawaii's citizens and property, preserve peace, and ensure public safety in response to natural or human-caused disasters; and

 

     WHEREAS, HIANG also has a federal mission to provide operationally-ready combat units, combat support units, and qualified personnel for active duty in the United States Air Force in times of war, national emergency, or operational contingency; and

 

     WHEREAS, HIANG, commanded by Major General Darryll D.M. Wong, is composed of the headquarters of HIANG, 154th Wing, 109th Air Operations Group, and 201st Combat Communications Group, units of which are located on the islands of Kauai, Oahu, Maui, and Hawaii; and

 

     WHEREAS, concerns regarding the reliability of the HIANG senior officer and command selection process have been raised; and

 

     WHEREAS, the critical role HIANG plays in responding to natural and man-made disasters, as well as its strategic importance to our national security, requires that the selection process used to select senior officers (O-6 and above) and commanders ensures the candidates selected are of the highest moral character, established leadership potential, breadth, and depth of experience; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the Senate concurring, that the Auditor is requested to conduct a management and financial audit of HIANG, and is requested to include in that audit;

 

(1)  An overall analysis of HIANG's promotional procedures used in the selection of its commanding officers;

 

(2)  Issues relating to HIANG's strategic and financial plan, its budgeting process, and its process of forecasting future financial needs; and

 

(3)  Any and all other matters that the Auditor would normally undertake as necessary or appropriate in a system-wide financial audit;

 

and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Auditor, Adjutant General, and Commander of HIANG.
