HOUSE CONCURRENT

RESOLUTION

 

 

URGING THE CITY AND COUNTY OF HONOLULU TO SUPPORT AN INDEPENDENT FISCAL AUDIT OF THE HANAUMA BAY NATURE PRESERVE FUND.

 

 

 


     WHEREAS, the Hanauma Bay Nature Preserve is unique within the City and County of Honolulu, and a treasure in the seventeenth representative district, Hawaii Kai; and

 

     WHEREAS, the Hanauma Bay Nature Preserve has over eight hundred thousand visitors per year, charging $7.50 per non-resident visitor and allowing Hawaii residents to attend for free; and

 

     WHEREAS, the Hanauma Bay Nature Preserve is funded through visitor admissions, parking fees, and concession fee payments, and these funds are assigned to a separate Hanauma Bay Nature Preserve Fund, which is exclusively earmarked for the Hanauma Bay Nature Preserve's operation, maintenance, education programs, and environmental studies; and

 

     WHEREAS, the Hanauma Bay Nature Preserve has fallen into disrepair, with some maintenance needs left unattended for as long as a decade, due in part to possible mismanagement or misuse of the Hanauma Bay Nature Preserve Fund; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the Senate concurring, that the City and County of Honolulu is urged to support a fiscal audit of the Hanauma Bay Nature Preserve Fund to be conducted by an independent auditor; and

 

BE IT FURTHER RESOLVED that the Legislature joins the Hawaii Kai Neighborhood Board and the Friends of Hanauma Bay in supporting a fiscal audit of the Hanauma Bay Nature Preserve Fund to be conducted by an independent auditor; and

 

     BE IT FURTHER RESOLVED that the audit of the Hanauma Bay Nature Preserve Fund is requested to include information regarding:

 

(1)  General obligation bonds charged to Hanauma Bay, from 1995 through 2014;

 

(2)  The Hanauma Bay Nature Preserve Fund, from 2002 through 2014; and

 

(3)  The distribution of interest paid on the Hanauma Bay Nature Preserve Fund, from 1995 through 2014; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the City and County of Honolulu; the Chairperson of the Honolulu City Council; the Director of the City Department of Budget and Fiscal Services; the members of the Honolulu City Council; the members of the Hawaii Kai Neighborhood Board; and the Officers, Board Members, and members of the Friends of Hanauma Bay.
