HOUSE CONCURRENT

RESOLUTION

 

 

ENCOURAGing the mayor of the county of maui and the maui county council to collaborate on improving safe beach access at napili beach.

 

 

 


     WHEREAS, Napili Beach is located on one of Maui's most scenic, reef-protected bays; and

 

     WHEREAS, Napili Beach's white sloping sand and clear turquoise water make it a prime destination for sun bathing, swimming, snorkeling, surfing, stand-up paddle boarding, and other water activities; and

 

     WHEREAS, TripAdvisor ranked Napili Beach as the fifteenth Best Beach in the United States in its 2018 rankings; and

 

     WHEREAS, the number of public beach guests has increased recently as other beaches in the area have lost their allure due to erosion; and

 

     WHEREAS, public parking has been limited to the sides of the narrow and curving Lower Honoapi‘ilani Road, despite the existence of various parking lots within walking distance; and

 

     WHEREAS, the increased traffic in the area has created a safety hazard for:

 

     (1)  Runners and walkers who must walk on the street as parked cars occupy the sides of the road;

 

     (2)  Beach guests entering and exiting their vehicles; and

 

     (3)  Drivers who must avoid all of these persons; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the Senate concurring, that the Mayor of the County of Maui and the Maui County Council are strongly encouraged to collaborate to find solutions to improve safe beach access by:

 

     (1)  Constructing an environmentally-friendly beach parking lot on the makai side of Lower Honoapi‘ilani Road for a reasonable number of vehicles;

 

     (2)  Completing sidewalks on the sides of Lower Honoapi‘ilani Road to create safe pedestrian passage; and

 

     (3)  Prohibiting parking and enforcing a parking restriction along the mauka side of Lower Honoapi‘ilani Road; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the County of Maui and the Maui County Council.
