HOUSE CONCURRENT

RESOLUTION

 

 

requesting the Office of the auditor to conduct a management and financial audit of the Hawaii health systems corporation.

 

 

 


     WHEREAS, Act 262, Session Laws of Hawaii 1996, established the Hawaii Health Systems Corporation as an independent state agency to operate the community hospitals; and

 

     WHEREAS, general fund appropriations to subsidize the Hawaii Health Systems Corporation annually exceed $100,000,000; and

 

     WHEREAS, a comprehensive independent review found in 2009 that the Hawaii Health Systems Corporation was "in a financially perilous condition", and projected that state subsidies would continue to climb; and

 

     WHEREAS, to protect the financial well-being of the State and to ensure that medical care at community hospitals remains available, the State has a responsibility to ensure the efficacy and efficiency of operations at the Hawaii Health Systems Corporation and the propriety of its expenditures; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the Senate concurring, that the Auditor is requested to conduct a management and financial audit of the Hawaii Health Systems Corporation; and

 

BE IT FURTHER RESOLVED that the Auditor is requested to report the Auditor's findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2016; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health, the Auditor, and the Chief Executive Officer of the Hawaii Health Systems Corporation.
