HOUSE CONCURRENT

RESOLUTION

 

 

requesting the department of education to CONDUCT a study and make recommendations to improve security in public schools.

 

 

 


     WHEREAS, Hawaii is known as the "Aloha State" due to the peaceful and accepting nature of its residents, including its keiki; and

 

WHEREAS, schools in Hawaii have always had the reputation of providing a safe, stable, and nurturing environment for students; and

 

     WHEREAS, continued safety of the State's children while they are in school is necessary to ensure that they can learn effectively; and

 

     WHEREAS, in light of recent and numerous violent incidents at mainland schools, public schools in Hawaii may also be vulnerable because the open design and architecture of many school buildings provide easy access and vantage points for potential attackers and perpetrators of violence; and

 

     WHEREAS, it is important to identify and implement preventative measures to protect the children in schools; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the Senate concurring, that the Department of Education is requested to conduct a study and make recommendations to enhance security surveillance at public schools and to prevent potential violent attacks at public schools; and

 

     BE IT FURTHER RESOLVED that the Department of Education report is requested to submit its findings and recommendations, including any recommended legislation, to the Legislature no later than twenty days prior to the convening of the 2015 Regular Session; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Superintendent of Education, and the Chairperson of the Board of Education.
