HOUSE CONCURRENT

RESOLUTION

 

 

URGING THE DEPARTMENT OF LAND AND NATURAL RESOURCES TO FIND A SHORT-TERM SOLUTION TO PROVIDE PARKING AND SECURITY PERSONNEL FOR THE MAUNAWILI FALLS TRAILHEAD.

 

 

 


     WHEREAS, the Maunawili Falls Trail, which is under the jurisdiction of the Department of Land and Natural Resources, leads to the Maunawili Falls in Maunawili Valley and is a popular hiking trail frequently visited by many residents, tourists, and military personnel; and

 

     WHEREAS, the Maunawili Falls Trail is highly publicized in online travel and hiking brochures, thus increasing the number of hikers and adding to the disturbance and litter in the neighborhood; and

 

     WHEREAS, to get to the trail head, hikers must pass through the communities of Maunawili and Maunawili Estates; and

 

     WHEREAS, the Department of Land and Natural Resources has not provided any parking areas for visitors using the trail, thereby forcing them to park their vehicles on public streets within the Maunawili Estates community, often illegally in red zones or too close to driveways or mailboxes, and at times trespassing on private property; and

 

     WHEREAS, residents of the Maunawili Estates community have complained repeatedly to the Honolulu Police Department, who have issued citations for illegally parked vehicles to no avail as visitors continue to illegally park their vehicles within the Maunawili Estates community to hike the trail throughout the week and in greater numbers on weekends and holidays; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the Senate concurring, that the Department of Land and Natural Resources is urged to find a short-term solution to provide parking and security personnel for the Maunawili Falls Trailhead; and

 

BE IT FURTHER RESOLVED that the Department of Land and Natural Resources consider placing a security guard during peak hours of use to warn hikers of their illegally parked cars or illegal littering as a short-term solution until a permanent plan to accommodate visitor vehicles is in place; provided that funding becomes available; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor and the Chairperson of the Board of Land and Natural Resources.
