HOUSE RESOLUTION

 

 

URGING THE HAWAII TOURISM AUTHORITY TO COLLABORATE WITH THE HONOLULU POLICE DEPARTMENT, HONOLULU FIELD OFFICE OF THE FEDERAL BUREAU OF INVESTIGATION, THE HAWAII FUSION CENTER, Hawaii Lodging and Tourism Association, Hawaii Visitors and Convention Bureau and its affiliated island chapters, and the Waikiki Improvement Association TO CONDUCT A VULNERABILITY STUDY AND MAKE RECOMMENDATIONS FOR AREAS IN THE STATE THAT SHOULD BE PROTECTED BY DECORATIVE BOLLARDS.

 

 

 


     WHEREAS, motor vehicles have been used as weapons against pedestrians on sidewalks in a number of tragic instances around the world; and

 

     WHEREAS, bollards are sturdy, short, vertical posts that are strategically installed to control road traffic and are designed to prevent motor vehicles from driving onto sidewalks; and

 

     WHEREAS, decorative bollards, such as large concrete planter boxes, are both functional and aesthetically pleasing ways to keep pedestrians on sidewalks safe from vehicular traffic that might accidentally or intentionally veer onto a sidewalk; and

 

     WHEREAS, violent crimes and terrorist attacks frequently lead to devastating economic downturns; and

 

     WHEREAS, the World Travel & Tourism Council reported that tourism levels tend to take up to two years to recover when an attack directly targets tourists; and

 

     WHEREAS, popular tourist destinations with high pedestrian traffic are ideal areas to install decorative bollards; and

 

     WHEREAS, the Hawaii State Fusion Center has been working with the local office of the Federal Bureau of Investigation and county police departments since July 2016, after the terrorist attack in Nice, France, to identify events at high risk for motor vehicle attacks in the State and has taken steps to increase communication and prevent suspicious activity; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, that this body urges the Hawaii Tourism Authority to collaborate with the Honolulu Police Department, the Honolulu Field Office of the Federal Bureau of Investigation, the Hawaii Fusion Center, Hawaii Lodging and Tourism Association, Hawaii Visitors and Convention Bureau and its affiliated island chapters, and the Waikiki Improvement Association to conduct a vulnerability study and make recommendations for areas in the State that should be protected by decorative bollards; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Special Agent in Charge of the Honolulu Field Office of the Federal Bureau of Investigation, President of the Hawaii State Fusion Center, President and Chief Executive Officer of the Hawaii Tourism Authority, Chiefs of Police of the City and County of Honolulu, Kauai County, Maui County, and Hawaii County, President and Chief Executive Officer of the Hawaii Lodging and Tourism Association, Chairperson of the Board of Directors of the Hawaii Visitors and Convention Bureau, and the President of the Waikiki Improvement Association.
