HOUSE RESOLUTION

 

 

requesting the department of transportation to convene a working group to investigate and assess safety concerns and potential improvements for queen kaahumanu highway from makala boulevard to henry street on the island of Hawaii.

 

 

 


     WHEREAS, in 2009, the Department of Transportation began the widening of Queen Kaahumanu Highway on the island of Hawaii and added a bicycle lane to north- and south-bound lanes; and

 

     WHEREAS, being located between two lanes of fast-moving traffic, the south-bound bicycle lane proved to be a safety concern; and

 

     WHEREAS, in December 2014, a restriping project commenced along Queen Kaahumanu Highway south of the Makala Boulevard intersection to address safety concerns; and

 

     WHEREAS, there are still significant concerns for public safety at the intersection even after restriping and numerous complaints from the community; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, that the Department of Transportation is requested to convene a working group to investigate and assess safety concerns and potential improvements for Queen Kaahumanu Highway between Makala Boulevard and Henry Street on the island of Hawaii; and

 

     BE IT FURTHER RESOLVED that the Director of Transportation or the Director's designee is requested to serve as the chairperson of the working group and that the following individuals are invited to be members of the working group:

 

(1)  The Division Chief of the Public Works - Traffic Division of the County of Hawaii, or their designee;

 

(2)  The Director of the Planning Department of the County of Hawaii, or their designee;

 

(3)  The Chief of the Hawaii Police Department, or their designee;

 

(4)  The Executive Director of Peoples Advocacy for Trails Hawaii, or their designee;

 

(5)  The President of the Board of the Hawaii Cycling Club, or their designee;

 

(6)  A member of Coffee Talk Riders; and

 

(7)  Any other individual as determined by the Director of Transportation; and

 

     BE IT FURTHER RESOLVED that the working group is requested to report its findings, recommendations, and proposed legislation, if any, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2016; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation; the Mayor of the County of Hawaii; the Director of Public Works of the County of Hawaii; the Director of the Planning Department of the County of Hawaii; the Chief of the Hawaii Police Department; the Board of Directors for Peoples

Advocacy for Trails Hawaii; the Board of the Hawaii Cycling Club; and Coffee Talk Riders.
