STATE OF HAWAII

 

 

 

 

 

HOUSE RESOLUTION

 

 

requesting the department of education to support a student exchange program for students in hawaii public schools and students in provinces in the republic of the philippines with which the state has state-province relationships.

 

 

 


     WHEREAS, the State of Hawaii is actively seeking to expand its international ties and has an abiding interest in developing goodwill, friendship, and economic relations between the people of Hawaii and the people of Asian and Pacific countries; and

 

     WHEREAS, because of the historical relationship between the United States of America and the Republic of the Philippines, there continues to exist valid reasons to promote international friendship and understanding for the mutual benefit of both countries to achieve lasting peace and prosperity as it serves the common interests of both countries; and

 

     WHEREAS, student exchange programs for students in Hawaii's schools provide students with the opportunity to learn first-hand the diverse cultures of other countries; and

 

     WHEREAS, these exchanges also foster and sustain good relationships and cultural exchange between foreign countries and the State of Hawaii; and

 

     WHEREAS, the Hawaii-Okinawa Student Exchange Program for Hawaii students and students from Japan's Okinawa Prefecture, now in its fourteenth year, has demonstrated the benefits and cost-effectiveness of these programs; and

 

     WHEREAS, implementing similar student exchange programs between Hawaii and provinces in the Republic of the Philippines with which the State has State-Province relationships would provide a concrete and viable connection between the State and those provinces; and
     WHEREAS, the Filipino community in Hawaii has demonstrated its unity and resolve as a growing ethnic group of rising influence and immense potential in Hawaii; and

 

     WHEREAS, the Governors of the provinces in the Republic of the Philippines with which the State has State-Province relationships have expressed strong interest in developing student exchange programs; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that this body respectfully requests the Department of Education to support a student exchange program for students in Hawaii public schools and students in provinces in the Republic of the Philippines with which the State has State-Province relationships; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor; Superintendent of Education; Governors of the Provinces of Cebu, Ilocos Norte, Ilocos Sur, and Pangasinan in the Republic of the Philippines; President of the Filipino Chamber of Commerce of Hawaii; President of the United Filipino Community Council; President of the Filipino Coalition for Solidarity; President of the United Pangasinan of Hawaii; President of the Ilocos Surian Association; President of the Ilocos Nortenians of North America; and President of the Congress of Visayan Organizations.
