HOUSE RESOLUTION

 

 

requesting that the office of hawaiian affairs reconvene and repurpose the Hui imi advisory council.

 

 

 


     WHEREAS, according to the 2017 Hawaii Small Business Profile issued by the United States Small Business Administration Office of Advocacy, small businesses play an important role in Hawaii's economy, creating almost seven thousand net new jobs in 2014 and employing about fifty-two percent of Hawaii's private work force; and

 

     WHEREAS, the desire for self-reliance; self-determination; a healthy environment; and an increased social, physical, and economic well-being for individuals and families in Hawaii requires the creation of new jobs, most of which, according to recent research, will be provided by the small business community; and

 

     WHEREAS, Hawaiian-owned small businesses are underrepresented in both Hawaii and the United States; and

 

     WHEREAS, according to the United States Census Bureau's 2012 survey of business owners, Hawaiian-owned businesses accounted for only .09 percent of all businesses in the United States, with more than half of these businesses located in Hawaii; and

 

WHEREAS, according to the 2012 survey, Hawaiian-owned businesses accounted for only eleven percent of total businesses in Hawaii; and

 

     WHEREAS, Act 376, Session Laws of Hawaii 1997, reauthorized the Hui Imi Task Force as the Hui Imi Advisory Council to, among other things, examine and report to the Governor and Legislature on numerous issues facing the Hawaiian community and provide potential recommendations; and

 

     WHEREAS, in the Hui Imi Advisory Council's 2002 report, the Council recommended in pertinent part that the "State should continue to support the creating and expansion of Hawaiian small businesses"; and

 

     WHEREAS, it is important to both the State and the Hawaiian community to continue support for the expansion of the Hawaiian small business community; and

 

     WHEREAS, the Hui Imi Advisory Council is no longer active;

now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, that the Office of Hawaiian Affairs is requested to reconvene and repurpose the Hui Imi Advisory Council to conduct a study on the current state of Hawaiian small businesses in Hawaii; and

 

     BE IT FURTHER RESOLVED that in conducting the study, the Hui Imi Advisory Council is requested to consult with the Department of Business, Economic Development, and Tourism and its attached agencies; the Small Business Regulatory Review Board; the Economic Development Alliance of Hawaii; the Minority Business Development Agency Business Center Honolulu; the Patsy T. Mink Center for Business & Leadership; SCORE Hawaii; the Chamber of Commerce Hawaii; the Office of Hawaiian Affairs; the Hawaii United States Export Assistance Center; the Pacific Asian Center for Entrepreneurship; and other interested parties representing Hawaiian small business; and

 

     BE IT FURTHER RESOLVED that the Office of Hawaiian Affairs is requested to provide administrative support to the Hui Imi Advisory Council; and

 

     BE IT FURTHER RESOLVED that, as part of its study, the Hui Imi Advisory Council is requested to consider, but not be limited to, the following:

 

     (1)  The use of Hawaiian small business incubators and accelerators to encourage the development of new businesses and foster economic development by diversifying the local economic base, enhancing Hawaii's image as a center of innovation and entrepreneurship, increasing employment opportunities for local residents, and encouraging greater use of public-private partnerships;

 

     (2)  The use of one-stop permitting and financial assistance centers to help Hawaiian small business owners and prospective entrepreneurs comply with the various licenses and permits necessary to operate a business and provide referrals to businesses needing information on eligibility for public financial assistance programs;

 

     (3)  The use of Hawaiian small business incentive programs and Hawaiian small business development centers to stimulate growth; provide marketing, accounting, and economic analysis services to Hawaiian-owned small businesses that would otherwise not be able to afford assistance in these areas; more efficiently link existing business assistance organizations; and create new types of services where those services are needed;

 

     (4)  Entrepreneurship education at the post-secondary levels, utilizing the expertise of the private sector to develop appropriate curriculum;

 

     (5)  Identification of the federal and state government policies that specifically relate to Hawaiian small businesses, including permit procedures and fees, payroll costs, and tax and labor issues; and

 

     (6)  The use of grants awarded pursuant to section 10-17, Hawaii Revised Statutes, to benefit the Hawaiian small business community; and

 

     BE IT FURTHER RESOLVED that the Hui Imi Advisory Council is requested to submit a report of its findings and recommendations to the Legislature no later than twenty days before the convening of the Regular Session of 2019; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of the Hawaii United States Export Assistance Center; the Chairperson of the Office of Hawaiian Affairs Board of Trustees; Chief Executive Officer of the Office of Hawaiian Affairs; the Director of Business, Economic Development, and Tourism; the Superintendent of Education; the Chairperson of the Hawaiian Homes Commission; the Director of Health; the Director of Human Services; the Chairperson of the Board of Land and Natural Resources; the President of the University of Hawaii; the Chairperson of the House of Representatives Standing Committee with primary jurisdiction over Hawaiian affairs; the Chairperson of the Senate Standing Committee with primary jurisdiction over Hawaiian affairs; the Chairperson of the Small Business Regulatory Review Board; the Chairperson of the Executive Committee of the Economic Development Alliance of Hawaii; the Director of the Minority Business Development Agency Business Center Honolulu; the Director of the Patsy T. Mink Center for Business & Leadership; the District Director of SCORE Hawaii; the President and Chief Executive Officer of The Chamber of Commerce Hawaii; and the Chairperson of the Board of Directors of the Pacific Asian Center for Entrepreneurship.
