HOUSE RESOLUTION

 

 

urging charitable organizations that accept donations of USED motor vehicles to offer information to donors on title transfer procedures and offer to transfer the motor vehicle's title for the donor.

 

 

 


     WHEREAS, many charitable organizations accept donations of used motor vehicles, which they then auction off as a means of raising funds for the organization; and

 

     WHEREAS, many persons each year donate their used cars and trucks, both operable and inoperable, to charitable organizations as tax-deductible donations; and

 

     WHEREAS, although some organizations offer information to donors on how to legally transfer the title to their motor vehicle to the charitable organization, many others do not; and

 

     WHEREAS, if a person who donates a vehicle fails to file the proper title transfer notices and documents with the Director of Finance, that person may be subject to fines; and

 

     WHEREAS, many persons who donate their motor vehicles with the best intentions have faced fines for failing to follow the proper title transfer procedures; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, that charitable organizations in Hawaii that accept donations of used motor vehicles are urged to provide information to donors on how to properly and legally transfer title to the motor vehicle; and

 

     BE IT FURTHER RESOLVED that charitable organizations in Hawaii that accept donations of used motor vehicles are urged to offer to file the appropriate title transfer documents on behalf of a donor, if requested and authorized by the donor to do so; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Commerce and Consumer Affairs, who in turn is requested to transmit copies to the executive director of each charitable organization in the State that accepts donations of used motor vehicles.
