HOUSE RESOLUTION

 

 

encouraging private businesses with thirty or more employees to have an automated external defibrillator on-site.

 

 

 


     WHEREAS, more than 356,000 out-of-hospital cardiac arrests are reported annually in the United States, of which seventy to ninety percent of people experiencing out-of-hospital cardiac arrests die before reaching a hospital; and

 

     WHEREAS, research has shown that for each minute that passes without defibrillation and cardiopulmonary resuscitation, the chance of survival from sudden cardiac arrest decreases by seven to ten percent; and

 

     WHEREAS, automated external defibrillators are an important tool in responding to emergency situations; and

 

     WHEREAS, nine in ten cardiac arrest victims who receive a shock from an automated external defibrillator in the first minute live; and

 

     WHEREAS, the placement of automated external defibrillators at public locations where cardiac arrest is most likely to occur, such as schools, government buildings, airports, fitness centers, churches, and workplaces, has been found to increase out-of-hospital cardiac arrest survival, increase rates of return of spontaneous circulation, and improve neurological outcomes for patients; and

 

     WHEREAS, ensuring that these lifesaving tools are available in certain private businesses in the State will maximize survival should a life-threatening emergency occur; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that private businesses with thirty or more employees are encouraged to have an automated external defibrillator on-site; and

 

     BE IT FURTHER RESOLVED that the private businesses are requested to ensure that their employees are properly trained in the use of an automated external defibrillator; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the President and Chief Executive Officer of the Chamber of Commerce Hawaii.
