A BILL FOR AN ACT

 

 

relating to substitute teachers.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The purpose of this Act is to help the department of education recruit and retain quality substitute teachers by establishing incrementally increasing minimum hourly and daily pay rates.

     SECTION 2.  Notwithstanding section 302A-624(e), Hawaii Revised Statutes, the minimum hourly and minimum per diem rate for substitute teachers shall be as follows:

     (1)  For the 2024-2025 and 2025-2026 school years:

          (A)  Class I:  other individuals who do not possess a bachelor's degree shall be compensated at a rate of not less than $23.00 per hour and not less than $184.00 for a full work day;

          (B)  Class II:  individuals with a bachelor's degree shall be compensated at a rate of not less than $25.00 per hour and not less than $200.00 for a full work day; and

          (C)  Class III:  department of education teachers, or licensed or highly qualified teachers, shall be compensated at a rate of not less than $27.00 per hour and not less than $216.00 for a full work day;

     (2)  For the 2026-2027 and 2026-2028 school years:

          (A)  Class I:  other individuals who do not possess a bachelor's degree shall be compensated at a rate of not less than $25.00 per hour and not less than $200.00 for a full work day;

          (B)  Class II:  individuals with a bachelor's degree shall be compensated at a rate of not less than $27.00 per hour and not less than $216.00 for a full work day; and

          (C)  Class III:  department of education teachers, or licensed or highly qualified teachers, shall be compensated at a rate of not less than $29.00 per hour and not less than $232.00 for a full work day; and

     (3)  For the 2028-2029 school year:

          (A)  Class I:  other individuals who do not possess a bachelor's degree shall be compensated at a rate of not less than $27.00 per hour and not less than $216.00 for a full work day;

          (B)  Class II:  individuals with a bachelor's degree shall be compensated at a rate of not less than $29.00 per hour and not less than $232.00 for a full work day; and

          (C)  Class III:  department of education teachers, or licensed or highly qualified teachers, shall be compensated at a rate of not less than $31.00 per hour and not less than $248.00 for a full work day.

     SECTION 3.  This Act shall take effect upon its approval.
