A BILL FOR AN ACT

 

 

RELATING TO AGRICULTURE.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Lake Wilson, Hawaii's largest reservoir, could potentially provide the water needed for the North Shore's agricultural expansion.  However, the inflow of treated effluence into the lake has led to poor water quality and limited agricultural production on the North Shore.  Improving the water quality in the lake would allow not only the expansion of agricultural production, but greater recreational use of the lake.  The legislature finds that the importance of the agricultural industry in the area affected by Lake Wilson makes this issue a matter of statewide significance.

     The purpose of this Act is to require the department of land and natural resources to develop a plan for the improvement of the water quality in Lake Wilson.

     SECTION 2.  The department of land and natural resources shall develop an agricultural use development plan to assess potential methods of improving the water quality of Lake Wilson.  Specifically, the agricultural use development plan shall explore:

     (1)  Diverting all effluence from the city and county of Honolulu, Wahiawa, and the military to reservoirs that will serve as storage reservoirs;

     (2)  Specific areas that may serve as storage reservoirs; and

     (3)  Defining the roles of the city and county of Honolulu, the military, landowners in the area, and potential farmers.

     The department of land and natural resources shall submit a report of the department's findings and recommendations, including any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2012.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $300,000 or so much thereof as may be necessary for fiscal year 2011-2012 for the purposes of this Act.

     The sum appropriated shall be expended by the department of land and natural resources for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2011.
