THIRTIETH LEGISLATURE, 2019
STATE OF HAWAII

A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE Twenty-first SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 

     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $19,300,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019-2020 for the purpose of capital improvement projects for the twenty-first senatorial district, as follows:

1.   Wai‘anae Community Re-Development Corporation

     Plans, design, construction, and equipment for MA‘O Organic Farms expansion.  This project qualifies as a grant pursuant to chapter 42F, HRS.

     Plans                           $50,000

     Design                          $50,000

     Construction                    $65,000

     Equipment                      $335,000

          Total funding                       $500,000

     The sum appropriated for this capital improvement project shall be expended by the department of agriculture.

2.   Nanakuli-Waianae Complex Area, Waianae Intermediate School Expansion

     Plans and design for sixth grade academy building.

     Plans                        $2,000,000

     Design                       $2,000,000

          Total funding                     $4,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

3.   Waianae District Comprehensive Health and Hospital Board, Incorporated

     Construction for an expansion of the Waianae Coast Comprehensive Health Center's dental clinic square footage and operatories.  This project qualifies as a grant pursuant to chapter 42F, HRS.

     Construction                 $1,000,000

          Total funding                     $1,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of health.

4.   Dynamic Community Solutions

     Plans, design, and construction for the shared kitchen, bathrooms, and gathering hall at the new site for Pu‘honua O Wai‘anae.  This project qualifies as a grant pursuant to chapter 42F, HRS.

     Plans                          $100,000

     Design                         $100,000

     Construction                 $1,800,000

          Total funding                     $2,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of human services.

5.   Kaala Farm, Inc.

     Plans, design, and construction for a Waianae Kai wildfire prevention and mitigation project.  This project qualifies as a grant pursuant to chapter 42F, HRS.

     Plans                          $200,000

     Design                         $200,000

     Construction                   $600,000

          Total funding                     $1,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of land and natural resources.

6.   Waianae Coast Farrington Highway Improvements and Parallel Route

     Plans, design, and construction for traffic improvements, including extension of the fifth lane on Farrington Highway, condemnation of Paakea Road and Lualualei Naval Road, and improvements in the Nanakuli, Maili, Waianae, and Makaha areas.

     Design                       $2,500,000

     Construction                 $5,000,000

          Total funding                    $10,000,000

     The sum appropriated for this capital improvement project shall be expended by the department of transportation.

7.   Boys and Girls Club of Hawaii

     Plans, construction, and equipment for improvements to the Nanakuli, Wai‘anae, Kaua‘i, and other clubhouses.  This project qualifies as a grant pursuant to chapter 42F, HRS.

     Plans                            $5,000

     Construction                   $595,000

     Equipment                      $200,000

          Total funding                       $800,000

     The sum appropriated for this capital improvement project shall be expended by the department of education.

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  This Act shall take effect on July 1, 2019.
