A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE twenty-fourth SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $50,802,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2011-2012 for the purpose of capital improvement projects for the twenty‑fourth senatorial district as follows:

1.   Aikahi elementary school

     A.   Upgrade existing furniture.

2.   Castle high school

     A.   Replace the current lighting system and sound system in the Ronald Bright Auditorium.  Due to the increased use of the Ronald Bright Auditorium by both the school and community, there has been a lot of wear and tear.  The lighting system is failing and is in need of replacement.  The goal is to go green with the replacement in order to decrease energy costs with the hope of cutting the cost by a third.

     A.   School-wide electrical upgrade.  The use of technology is on the rise and the increased usage of electricity has caused intermittent power outages in various sections of the school campus.

8.   Kalaheo high school

     A.   Construction of a regulation football/soccer field through a joint partnership with military, alumni, and community volunteers.  Lengthen the physical education field and install field lights and bleachers.

9.   Ke Kula o Samuel M. Kamakau laboratory public charter school

     A.   Design and construction for ADA (American with Disabilities Act) transition plan improvements; campus accessibility upgrades.

15.  Mokapu elementary school

16.  Olomana school

     A.   Construction of a 12-foot extension to the existing physical education portable.  Extension is needed to accommodate the increasing number of "at-risk" students who are being sent to Olomana.  Presently, all PE classes are held in a single room portable building.  Overcrowding poses a health and safety issue/problem.

17.  Reverend Benjamin Parker elementary school

     A.   Building C, D, and H second floor handicapped accessibility, including elevator at C or D building.  A walkway connecting the second floors of the three buildings would be constructed atop the existing ground level walkway;  safety railings for the second floor walkway; creation  of entrances on the second floor of each building; reinforcement of the existing walkway to accommodate extra weight and traffic; and creating security gates for the second floor walkway entrances.

18.  Puohala elementary school

     A.   Kaneohe library needs a new circulation desk because the current desk is not ADA (Americans with Disabilities Act) compliant.  It has many limitations and has suffered extensive damage over the years.  Public service is hampered by its inability to secure returned materials.

     SECTION 2.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2014, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act, as follows:

     (1)  The sums appropriated in items 1 through 20 shall be expended by the department of education;

     (2)  The sums appropriated in item 21 shall be expended by the department of land and natural resources; and

     (3)  The sums appropriated in item 22 shall be expended by the department of transportation.

     SECTION 4.  This Act shall take effect on July 1, 2011.
