A BILL FOR AN ACT

 

 

relating to elections.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  Section 11-41, Hawaii Revised Statutes, is amended by amending subsections (a) and (b) to read as follows:

     "(a)  There shall be four boards of registration:  one for the island of Hawaii; one for the islands of Maui, Molokai, Lanai, and Kahoolawe; one for the island of Oahu; and one for the islands of Kauai and Niihau.  [The boards, which] Each board shall be in the department of accounting and general services for administrative purposes[,] and shall consist of [three] five members [each and] who shall be appointed by the governor, by and with the advice and consent of the senate[; their terms].  Each member shall be appointed for a term of office [shall be] of four years.

     (b)  In no case shall any board consist entirely of members of one political party[.]; provided that:

     (1)  No more than three members of any board shall be affiliated with the same political party;

     (2)  At least one member of each board shall be non‑partisan; and

     (3)  All members of each board of registration shall be in good standing within their respective political parties.

In no case shall a member of any board be in a leadership or staff position for any political party.  In no case shall any individual who has served in a leadership or staff position for any political party within eighteen months prior to nomination be appointed to serve on any board."

     SECTION 2.  The governor, with the advice and consent of the senate, shall appoint two additional members to each respective board of registration, in accordance with this Act, no later than           .

     SECTION 3.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 4.  This Act shall take effect upon its approval.

Elections; Boards of Registration; Appointment

 

Description:

Increases the membership of the boards of registration from three persons to five persons and sets deadline for appointment of the additional members.  Requires that all board members be in good standing within their respective political parties.  Requires that no more than three board members be affiliated with the same political party and requires at least one non-partisan board member to serve on each board of registration.  Prohibits individuals who have served in a leadership or staff position for any political party within eighteen months prior to nomination from being appointed to a board of registration.
