A BILL FOR AN ACT

 

 

RELATING TO support FOR INDIVIDUALS WHO ARE VISUALLY OR HEARING IMPAIRED.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that there is a persistent need for well-trained teachers and students to provide support services to individuals who are visually or hearing impaired.  The legislature further finds that significant budget cuts since the last fiscal year have left individuals who are visually or hearing impaired without valuable services and have discouraged students from pursuing careers in fields that provide services to individuals who are visually or hearing impaired.

     The purpose of this Act is to restore budget cuts to services to individuals who are visually or hearing impaired to fiscal year 2008-2009 levels and to appropriate funds to the University of Hawaii system to encourage students to pursue career fields that provide services to individuals who are visually or hearing impaired.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2010-2011 to restore funding for services to individuals who are visually or hearing impaired to fiscal year 2008-2009 levels.

     The sum appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $           or so much thereof as may be necessary for fiscal year 2010-2011 for the University of Hawaii system to encourage students to pursue career fields that provide services to individuals who are visually or hearing impaired.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 4.  The University of Hawaii shall submit a report to the legislature detailing the use of funds and actions taken pursuant to section 3 of this Act no later than twenty days prior to the convening of the next regular session.

     SECTION 5.  This Act shall take effect on July 1, 2010.
