A BILL FOR AN ACT

 

 

relating to voting.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds the voter turnout for young adults in Hawaii is one of the lowest in the country.  Many young adults are unaware of the voter registration process and do not exercise their right to vote.  Greater participation by young adults in the political process will help build a strong, civil-minded society.

     The purpose of this Act is to:

     (1)  Require the department of education to provide seniors at every public school with voter registration information prior to graduation; and

     (2)  Require the department of human services to provide young adults who are in the young adult voluntary foster care program with information on voter registration and authorize the department to assist young adults with registering to vote.

     SECTION 2.  Chapter 302A, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:

     "§302A-    Voter registration information for seniors.  The department shall provide each senior at every public high school with information on voter registration prior to graduation.  The department may determine the appropriate manner in which the information shall be distributed."

     SECTION 3.  Chapter 346, Hawaii Revised Statutes, is amended by adding a new section to part XIX to be appropriately designated and to read as follows:

     "§346-    Voter registration information; registration assistance.  The department shall provide each young adult with information on voter registration but may determine the appropriate manner in which the information shall be distributed.  The department may also assist young adults with voter registration."

     SECTION 4.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect upon its approval.
