A BILL FOR AN ACT

 

 

RELATING TO EDUCATION.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the modern economy requires colleges to react quickly to meet the technical workforce needs of the public and private sectors, both to fill emerging job opportunities and upgrade the skills of existing workers to meet changing requirements of their positions.  Some examples of these positions include entry level informational technology positions, security service positions, health and home care positions, and, particularly since the closure of the last sugar plantation, agricultural workers.  To be responsive to these workforce needs, the training must be developed and delivered rapidly, and often in a format other than a formal degree program.

     The purpose of this Act is to make explicit the responsibility of the University of Hawaii community colleges to provide short-term and rapid response occupational and certification programs designed to qualify individuals to fill new and hard-to-fill positions that require technical training in the State and counties. 

     SECTION 2.  Section 304A-1101, Hawaii Revised Statutes, is amended by amending subsection (b) to read as follows:

     "(b)  The purposes of community colleges shall be to provide:

     (1)  Two-year college transfer and general education programs;

     (2)  Two- and four-year career and technical education programs;

     (3)  Semiprofessional, career and technical, and continuing education programs[;], including occupational training and certification programs designed to rapidly qualify persons to fill new and hard-to-fill classes of positions of the State, counties, and private sector that require technical skills; and

     (4)  [Such] Any other educational programs and services as may be appropriate to [such] those institutions."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2016-2017 for occupational training and certification programs designed to rapidly qualify persons to fill new and hard-to-fill classes of non-professional positions of the State, counties, and private sector that require technical skills.

     The sum appropriated shall be expended by the University of Hawaii for the purposes of this Act.

     SECTION 4.  Statutory material to be repealed is bracketed and stricken.  New statutory material is underscored.

     SECTION 5.  This Act shall take effect on July 1, 2030.
