A BILL FOR AN ACT

 

 

relating to homeless persons.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that homelessness is a serious problem affecting many neighborhoods and communities throughout the State.  The lack of affordable housing and rentals have forced residents to live or sleep on sidewalks or in cars, business entrances, underpasses, and other public and private locations not meant for habitation.

     The legislature further finds that Sand Island state recreation area is near downtown Honolulu and is an underused and open space with parking, showers, and restrooms.  It is an ideal location to create a temporary tent city or safe zone where homeless persons can reside for up to six months.

     SECTION 2.  (a)  The department of land and natural resources, in consultation with the department of human services, shall establish a park and campground for homeless persons within Sand Island state recreation area on Oahu; provided that the land designated for the park and campground for homeless persons shall not be more than one-fourth of the total area of the Sand Island state recreation area.

     (b)  The department of human services shall consult and coordinate with the appropriate agencies of the city and county of Honolulu and appropriate nonprofit organizations to provide necessary services for homeless persons that use the park and campground.

     (c)  The department of land and natural resources may adopt rules pursuant to chapter 91, Hawaii Revised Statutes, to effectuate this Act.

     SECTION 3.  This Act shall take effect upon its approval.
