A BILL FOR AN ACT

 

 

relating to stadiums.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of accounting and general services shall establish a working group to identify a suitable location for the construction of a new stadium in Kapolei, West Oahu to serve as a replacement for Aloha Stadium and to develop a plan to design, build, finance, and operate the new stadium.  The working group shall include the following members:

     (1)  The comptroller or the comptroller's designee;

     (2)  The director of business, economic development, and tourism or the director's designee;

     (3)  The chairperson of the board of land and natural resources or the chairperson's designee;

     (4)  The chairperson of the stadium authority or the chairperson's designee; and

     (5)  One representative from the University of Hawaii.

     (b)  The working group shall examine and evaluate state and private land in Kapolei, West Oahu to determine the most suitable location to construct a new stadium to serve as a replacement for Aloha Stadium; provided that the location shall be located within one-half mile of the nearest rail transit station.

     (c)  The working group shall develop a plan to design, build, finance, and operate the new stadium that includes the following elements:

     (1)  The new stadium shall be designed, built, financed, and operated by a private developer through a public-private partnership with the department of accounting and general services;

     (2)  The University of Hawaii shall be the primary tenant of the new stadium; and

     (3)  Proceeds from the long-term lease of Aloha Stadium by the University of Hawaii shall be used to contribute funds for the new stadium.

     (d)  The working group shall submit a written report of its findings and recommendations, including the new stadium plan and any proposed legislation, to the legislature no later than twenty days prior to the convening of the regular session of 2019.

     (e)  The working group shall be dissolved on June 30, 2019.

     SECTION 2.  This Act shall take effect on July 1, 2018.
