A BILL FOR AN ACT

 

 

relating to education.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that education plays a pivotal role in shaping the future of the State's keiki and society as a whole.  Educational opportunities serve as the foundation for personal development, critical thinking, and the acquisition of essential skills.  Ensuring a robust education system is crucial for the well-being of the community and the State's overall progress.  Adequate funding for the department of education is critical to ensure that every child receives a quality education that prepares them for the challenges of the modern world.

     The legislature further finds that investing in education has far-reaching effects on both individual lives and the broader community.  A well-educated populace contributes to a more informed and educated citizenry, cultivating social cohesion and civic participation.  For the State to thrive economically and socially, it is incumbent upon the department of education to provide the next generation with the tools to be both globally competitive in the international arena and locally committed to making a positive impact in their communities in the State.  Adequate funding for the department of education is not just an investment in schools; it is an investment in the future prosperity and well-being of the entire State.

     Accordingly, the purpose of this Act is to appropriate funds to the department of education to ensure the continuation of essential operations.

     SECTION 2.  In accordance with section 9 of article VII of the Hawaii State Constitution and sections 37-91 and 37-93, Hawaii Revised Statutes, the legislature has determined that the appropriations contained in Act 164, Regular Session of 2023, and this Act will cause the state general fund expenditure ceiling for fiscal year 2024-2025 to be exceeded by $           or       per cent.  This current declaration takes into account general fund appropriations authorized for fiscal year 2024-2025 in Act 164, Regular Session of 2023, and this Act only.  The reasons for exceeding the general fund expenditure ceiling are that:

     (1)  The appropriation made in this Act is necessary to serve the public interest; and

     (2)  The appropriation made in this Act meets the needs addressed by this Act.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $86,500,000 or so much thereof as may be necessary for fiscal year 2024-2025 for the purposes of this Act, including the hiring of staff.

     The sum appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2024.
