A BILL FOR AN ACT
RELATING TO CONSERVATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that erosion on the north shore of Oahu is a health and safety issue that poses a widespread threat to property and life. One immediate method to ameliorate the danger is to realign Kamehameha highway to keep traffic and people out of harm's way.
The purpose of this Act is to authorize the issuance of general obligation bonds and appropriate funds to the department of transportation to realign Kamehameha highway mauka of Laniakea beach on the north shore of Oahu.
SECTION 2. The department of transportation shall plan and construct the realignment of Kamehameha highway mauka of Laniakea beach, Oahu; provided that the realignment, if necessary, shall be resilient and adaptive to rising sea levels and coastal erosion that result from climate change.
SECTION 3. The director of finance is authorized to issue general obligation bonds in the sum of $ or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2014-2015 to plan and construct the realignment of Kamehameha highway mauka of Laniakea beach on the north shore of Oahu.
The sum appropriated shall be expended by the department of transportation for the purposes of this Act.
SECTION 4. The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2016, shall lapse as of that date.
SECTION 5. This Act shall take effect on July 1, 2050.
