A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of the TWELFTH senatorial district.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $35,773,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2020-2021 for the purpose of capital improvement projects for the twelfth senatorial district, as follows:

1.   Ala Wai elementary school

     A.   Covered playcourt.

          Construction                 $1,000,000

          Total funding                               $1,000,000

2.   Lunalilo elementary school

     A.   Renovation of first floor B building restrooms.

          Plans                            $1,000

          Design                          $25,000

          Construction                   $250,000

          Equipment                        $1,000

          Total funding                                 $277,000

     B.   Air condition in the main office building and all offices within.

          Plans                            $1,000

          Design                          $30,000

          Construction                   $100,000

          Equipment                      $300,000

          Total funding                                 $431,000

3.   Queen Kaahumanu elementary school

     A.   Cafeteria bathrooms renovation for compliance with the Americans with Disabilities Act.

          Construction                    $60,000

     B.   Replace ceiling fans in cafeteria dining room.

          Design                          $15,000

          Construction                    $35,000

          Total funding                                  $50,000

4.   Washington middle school

     A.   Plans and design for a performing arts academy, including the design of a new band room, design of the upgrade and renovation of the old band room and orchestra and chorus room, design of a new dance studio, design of a new auditorium and parking structure, construction for relocation of sewer lines, and updated studio equipment.

5.   Ala Wai small boat harbor, Oahu

     A.   Replace floating docks at boat ramp with new aluminum framed floating docks.

     C.   Replacement of existing finger piers and utilities along front row, 400 row, 500 row, and portion of 600 row.

     D.   Replacement of existing gravity sewer lines, pump station, and force mains.

          Design                         $300,000

     E.   Resurfacing and striping of existing access roads and parking areas.

          Total funding                               $3,300,000

     F.   Upgrade and replacement of existing electrical lines, conduits, lighting, circuit breakers, and related work.

          Construction                 $3,500,000

     G.   Replacement of concrete boat ramp panels and related work.

          Design                         $300,000

          Construction                 $3,200,000

          Total funding                               $3,500,000

     H.   Installation of individual power pedestals and meters for all slips and remote monitoring of electrical usage.

          Design                         $300,000

          Construction                 $2,200,000

          Total funding                               $2,500,000

     I.   Maintenance dredging of harbor basin and entrance channel.

          Design                         $400,000

          Construction                 $4,000,000

          Total funding                               $4,400,000

     SECTION 2.  The appropriation made for the capital improvement project authorized by this Act shall not lapse at the end of the fiscal biennium for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital projects set forth in section 1 shall be expended for the purposes of this Act as follows:

     (1)  The sums appropriated in items 1 through 4 shall be expended by the department of education; and

     (2)  The sums appropriated in item 5 shall be expended by the department of transportation.

     SECTION 4.  This Act shall take effect on July 1, 2020.
