A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE seventh SENATORIAL DISTRICT.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $257,528,709 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2024-2025 for the purpose of capital improvement projects for the seventh senatorial district, as follows:
1. Upcountry Maui watershed (Maui)
A. Plans, land, design, and construction for improvements to the upcountry Maui watershed.

A. Plans, design, and construction for renovation of the health center to accommodate the expanding services created by the coronavirus 2019 pandemic, flu, and respiratory syncytial virus.

B. Plans, design, construction, and equipment for widening of walkways to make them compliant with Americans with Disabilities Act standards, removal of walkway traffic barriers, remodeling of front office and construction of a rear exit, accessibility upgrades to the cafeteria, purchase and installation of a digital marquee, upgrades to classroom doors, and electrical capability upgrades for the kindergarten and portable buildings.

D. Demolition of existing pre-kindergarten portable classroom; construction for a new portable pre-kindergarten classroom; new age-appropriate recreational playground equipment and structures with shade covering; restrooms and shower; fencing; parking; outdoor lighting; compliant accessibility.

E. Fencing six to eight feet of school property; removal of invasive trees.

F. Plan, design, construction, and equipment to clear land north of school property for health and safety risks and improved outdoor learning and recreational spaces and a covered structure for emergency safety drills and outdoor learning.

G. Plans, design, construction, and equipment for a covered outdoor learning center with pad and picnic tables, electricity installation.

H. Install shade cloth for rain and sun protection in H building breezeway.

A. Plans, design, construction, and equipment to replace playground equipment for the pre-school, lower elementary, and upper elementary, and to cover each structure.

SECTION 2. The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2026, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended for the purposes of this Act as follows:
(1) The sums appropriated in items 1 through 4 shall be expended by the department of land and natural resources;
(2) The sums appropriated in items 5 through 8 shall be expended by the department of transportation;
(3) The sum appropriated in item 9 shall be expended by the department of health; and
(4) The sums appropriated in items 10 through 21 shall be expended by the department of education.
SECTION 4. This Act shall take effect on July 1, 2024.
