A BILL FOR AN ACT

 

 

RELATING TO ENERGY-EFFICIENT VEHICLES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The department of business, economic development, and tourism shall develop an implementation plan to increase electric, hybrid electric, plug-in hybrid, and energy-efficient automobile use in Hawaii.

     (b)  In creating the plan, the department of business, economic development, and tourism shall confer and consult with Hawaiian Electric Company, the automobile industry, governmental agencies, and other interested parties.

     The plan shall have the following objectives:

     (1)  By 2015, at least ten per cent of the new automobiles imported into the State of Hawaii shall be required to be powered by electricity or alternative fuel; and

     (2)  By 2020, at least twenty per cent of the new automobiles imported into the State of Hawaii shall be required to be powered by electricity or alternative fuel.

     (c)  The plan shall include:

     (1)  Strategies for development of infrastructure to support the widespread use of electric, plug-in hybrid, and energy-efficient automobiles; and

     (2)  Recommendations for tax incentives for purchasers of electric, plug-in hybrid, and energy efficient automobiles.

     (d)  For purposes of this section:

     "Alternative fuel" has the same meaning as defined in 10 Code of Federal Regulations Part 490 (61 FR 10653, Mar. 14, 1996, as amended at 64 FR 26829, May 17, 1999).

     "Electric automobile" shall mean an automobile that uses an electric motor and motor controller instead of an internal combustion engine.

     "Energy-efficient" or "energy-efficient vehicle" has the same meaning as "energy-efficient vehicle", as defined in section 103D-412, Hawaii Revised Statutes.

     "Hybrid electric automobile" shall mean an automobile that combines a conventional propulsion system with an on-board internal rechargeable energy storage system to achieve better fuel economy than a conventional automobile.

     "Plug-in hybrid automobile" shall mean a hybrid automobile with batteries that are recharged by an external electric power source.

     SECTION 2.  The department of business, economic development, and tourism shall submit the implementation plan to the legislature no later than twenty days prior to the convening of the 2010 regular session.

     SECTION 3.  This Act shall take effect upon its approval.
