A BILL FOR AN ACT

 

 

relating to capital improvement projects for the benefit of THE seventeenth SENATORIAL DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $54,950,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the seventeenth senatorial district, as follows:

1.   August Ahrens Elementary School

     A.   Design and construction of a new classroom building, ground and site improvements, equipment, and appurtenances.

          Design                       $2,000,000

          Construction                $21,000,000

          Total funding                              $23,000,000

     B.   School wide renovation for aging campus, ground and site improvements, equipment, and appurtenances.

          Construction                 $1,350,000

          Total funding                               $1,350,000

     C.   Covered playground area, ground and site improvements, equipment, and appurtenances.

          Construction                 $5,000,000

          Total funding                               $5,000,000

2.   Honowai Elementary School

     A.   Electrical upgrade and air conditioning for multiple portables, ground and site improvements, equipment, and appurtenances.

          Design                          $50,000

          Construction                   $475,000

          Total funding                                 $525,000

     B.   Covered walkway in multiple areas, ground and site improvements, equipment, and appurtenances.

          Design                         $100,000

          Construction                 $1,125,000

          Total funding                               $1,225,000

3.   Waipahu High School

     A.   New portables to house adult education administration offices so current space may be used as an academic health center.

          Construction                 $3,000,000

          Total funding                               $3,000,000

     B.   Rekeying of all locks on exterior doors.

          Design                          $75,000

          Construction                   $275,000

          Total funding                                 $350,000

     C.   Phase II of painting, completion of painting project that began in 2016.

          Construction                   $500,000

          Total funding                                 $500,000

     D.   New integrated academic classroom building construction phase II.

          Construction                $20,000,000

          Total funding                              $20,000,000

     SECTION 2.  The appropriations made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriations are made; provided that all moneys from the appropriations that are unencumbered as of June 30, 2024, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the department of education for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2021.
