A BILL FOR AN ACT

 

 

MAKING AN APPROPRIATION to study alternatives for the rehabilitation and renovation of the state capitol reflecting pool.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that:

     (1)  The state capitol is listed on the Hawaii register of historic places and on the national register of historic places;

     (2)  The state capitol building with its volcano symbolic motif is architecturally significant among all of the nation's capitol buildings;

     (3)  The reflecting pool surrounding the state capitol building continues to be a maintenance challenge attributable to inadequate water circulation, high saline content, inadequacy of the water proofing membrane; and the sheer surface area and volume of water;

     (4)  The department of accounting and general services is charged by statute under section 26-6(b)(6), Hawaii Revised Statutes, for the maintenance of all public buildings;

     (5)  Since 2003, the department of accounting and general services has annually requested, but has not yet received, adequate funding for construction relating to a redesign of the state capitol reflecting pool;

     (6)  The department of accounting and general services has completed two condition assessments and issued two requests for information to identify current methodologies for interim water treatment to continue to maintain the state capitol reflecting pool without major renovation;

     (7)  Water treatment methods identified as viable have not been successful at providing a visually acceptable solution;

     (8)  The department of accounting and general services currently expends approximately $100,000 annually for the physical maintenance of the state capitol reflecting pool;

     (9)  The state capitol reflecting pool continues to leak into the occupied spaces beneath, causing water infiltration and structural damage;

    (10)  Innovative and alternative solutions may identify more feasible, sustainable renovation methods than previously considered;

    (11)  The University of Hawaii school of architecture and the Hawaii Chapter of the American Institute of Architects may be able to assist in formulating plans for innovative and alternative solutions;

    (12)  The state capitol management committee, established under section 6E-34.5, Hawaii Revised Statutes, has oversight and management responsibility for the state capitol reflecting pool; and

    (13)  The current budget estimate for full design and construction of the state capitol reflecting pool is $1,200,000 for design and $14,000,000 for construction.

     The purpose of this Act is to make an appropriation to the department of accounting and general services to conduct a study of various alternatives for the rehabilitation and renovation of the state capitol reflecting pool.

     SECTION 2.  The department of accounting and general services shall conduct a study to determine various alternatives for the rehabilitation and renovation of the state capitol reflecting pool.  The study:

     (1)  Shall include alternative solutions to address repair of existing damage to the state capitol reflecting pool, restoration of the pool and related damaged or non-functional building elements, waterproofing to prevent water infiltration into the occupied spaces and basement parking, and reduction of water volume and consumption;

     (2)  Shall conform to the Secretary of the Interior's standards for the rehabilitation of historic places;

     (3)  Shall provide ways to constrain costs so that costs shall not exceed the budget estimates provided in section 1 of this Act; and

     (4)  May include any additional solutions; provided that additional solutions shall be a product of collaboration with the historic preservation division of the department of land and natural resources, University of Hawaii school of architecture, Hawaii Chapter of the American Institute of Architects, and department of accounting and general services.

     Upon completion of the study, the department of accounting and general services shall submit the study to the state capitol management committee for comment and approval.

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $100,000 or so much thereof as may be necessary for fiscal year 2017-2018 to study alternatives for the rehabilitation and renovation of the state capitol reflecting pool.

     The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2017.
