A BILL FOR AN ACT

 

 

RELATING TO THE UNIVERSITY OF HAWAII COMMUNITY COLLEGES.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that the university of Hawaii community colleges are a key component of the State.  The university of Hawaii provides essential postsecondary education and workforce development programs to prepare residents for future careers.  At least one university of Hawaii community college campus is located in each county across the State, making education accessible to Hawaii residents.  The community college system plays a vital role in supporting Hawaii residents in education and career development and therefore the State's economic development.  Accordingly, providing the community colleges with a voice at the administrative level within the university of Hawaii system is a matter of statewide concern that falls under the legislature's purview pursuant to article X, section 6, of the Hawaii State Constitution.

     Accordingly, the purpose of this Act is to:

     (1)  Require the vice president for community colleges to report directly to the board of regents of the university of Hawaii; and

     (2)  Appropriate funds to the university of Hawaii community colleges for the continuation of the Hawaii community college promise program and to establish thirty-one full-time equivalent (31.0 FTE) security officer positions for the community colleges.

     SECTION 2.  Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to part IV, subpart A, subdivision 1, to be appropriately designated and to read as follows:

     "§304A-    Vice president for community colleges; board of regents.  The vice president for community colleges shall report directly to the board of regents."

     SECTION 3.  There is appropriated out of the general revenues of the State of Hawaii the sum of $3,700,000 or so much thereof as may be necessary for fiscal year 2023-2024 and the same sum or so much thereof as may be necessary for fiscal year 2024-2025 for the continuation of the Hawaii community college promise program at the university of Hawaii community colleges.

     The sums appropriated shall be expended by the university of Hawaii community colleges for the purposes of this Act.

     SECTION 4.  There is appropriated out of the general revenues of the State of Hawaii the sum of $693,780 or so much thereof as may be necessary for fiscal year 2023-2024 and the sum of $1,456,938 or so much thereof as may be necessary for fiscal year 2024-2025 to establish thirty-one full-time equivalent (31.0 FTE) security officer positions for the university of Hawaii community colleges; provided that the funds appropriated by this section shall be subject to the provisions of the General Appropriations Act of 2023 and Supplemental Appropriations Act of 2024.

     The sums appropriated shall be expended by the university of Hawaii community colleges for the purposes of this Act.

     SECTION 5.  New statutory material is underscored.

     SECTION 6.  This Act shall take effect on January 1, 2050.
