A BILL FOR AN ACT
RELATING TO THE UNIVERSITY OF HAWAII.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature declares that the University of Hawaii's prudent fiscal management of public funds from all sources is a matter of statewide concern and, therefore, subject to the legislature's jurisdiction pursuant to article X, section 6, of the constitution of the State of Hawaii.
SECTION 2. Chapter 304A, Hawaii Revised Statutes, is amended by adding a new section to part III to be appropriately designated and to read as follows:
"§304A- Salaries; legislative approval. (a) If the board of regents proposes to prescribe for any position at the university a salary range that is equal to or in excess of an amount that is twice that of the governor's salary, prior to the recruitment for that position, the board shall submit to the legislature a concurrent resolution for introduction and review of the proposed salary range during the next regular session. The concurrent resolution shall contain a list of all such positions and the salary ranges proposed by the board, job descriptions, and job-related performance requirements for each position.
(b) If the legislature fails to approve the concurrent resolution, the proposed prescribed salary ranges for the positions presented shall be abandoned by the board.
(c) If the legislature fails to approve a concurrent resolution, nothing in this section shall be construed to prohibit the board from submitting for introduction an amended concurrent resolution for review by the legislature."
SECTION 3. New statutory material is underscored.
SECTION 4. This Act shall take effect on July 1, 2050.
