SENATE CONCURRENT

RESOLUTION

 

 

urging state and county agencies to compile digital records of existing analog data and adopt digital data storage methods.

 

 


     WHEREAS, a recent audit of the City and County of Honolulu Department of Community Services revealed that the Department workers hand write complaints in composition books, without a digital copy, which is time consuming and prevents efficient access to the recorded data; and

 

     WHEREAS, without efficient access to an agency's data, it is difficult to judge the effectiveness of agency programs; and

 

     WHEREAS, digital transformation of analog records and data by public agencies can increase efficiency by allowing government workers to access information from multiple locations and reduce costs, as hours otherwise spent writing and filing by hand are saved; and

 

     WHEREAS, adoption of online filing and digital storage methods can allow for analytics on the process and allow for better auditing of government functions; and

 

     WHEREAS, increasingly mobile citizens rely on technology in their lives and expect public information to be available on digital platforms; and

 

     WHEREAS, public agencies across the country, at all levels of government, are focusing on the need to modernize legacy systems, enhance sharing and analysis of public data, and satisfy mobile citizens; and

 

     WHEREAS, access to agency data is imperative to the State's commitment to solving Hawaii's issues; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the House of Representatives concurring, that state and county agencies are urged to compile digital records of existing analog data and adopt digital data storage methods; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Comptroller; Chairperson of the Board of Agriculture; Attorney General; Director of Finance; Director of Business, Economic Development, and Tourism; Director of Commerce and Consumer Affairs; Adjutant General; Chairperson of the Board of Education; Superintendent of Education; Chairperson of the Hawaiian Homes Commission; Director of Health; Director of Human Resources Development; Director of Human Services; Director of Labor and Industrial Relations; Chairperson of the Board of Land and Natural Resources; Director of Public Safety; Director of Taxation; Director of Transportation; President of the University of Hawaii System; Chief Procurement Officer; Mayor of the City and County of Honolulu; Mayor of the County of Maui; Mayor of the County of Hawaii; and Mayor of the County of Kauai.
