SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM AND THE DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS TO CO-CONVENE A WORKING GROUP TO DEVELOP A COMPREHENSIVE PLAN FOR WORKFORCE DEVELOPMENT WITH A FOCUS ON THE PRIORITY ECONOMIC CLUSTERS ESTABLISHED BY THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM, TO MEET THE NEEDS OF THE STATE'S NEW ECONOMY.

 

 


     WHEREAS, the coronavirus disease 2019 (COVID-19) and the resulting lockdown created structural changes to the State's economy and labor force; and

 

     WHEREAS, COVID-19 and the resulting economic conditions have given rise to workforce trends such as "the Great Resignation", "the Great Reshuffle", and "the Great Re-Think" which has motivated businesses to automate and find alternative solutions for driving business productivity; and

 

     WHEREAS, the Internet, the acceleration and proliferation of automation, and the digitization of business practices, along with the advancements in sensor technology, edge analytics, machine learning, and artificial intelligence, have globally given rise to the fourth Industrial Revolution, coined "Industry 4.0"; and

 

     WHEREAS, the Department of Business, Economic Development, and Tourism is developing a cluster-based economic development and diversification plan, with priority economic clusters aligned with the federal Comprehensive Economic Development Strategies and local and state priorities and aggregated into a statewide strategy; and

 

     WHEREAS, the Department of Labor and Industrial Relations administers programs that support the State's students and workers seeking employment, training, reemployment, and improved employment opportunities; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2023, the House of Representatives concurring, that the Department of Business, Economic Development, and Tourism and the Department of Labor and Industrial Relations are requested to co-convene a working group to develop a comprehensive plan for workforce development with a focus on the priority economic clusters established by the Department of Business, Economic Development, and Tourism, to meet the needs of the State's new economy; and

 

     BE IT FURTHER RESOLVED that the membership of the working group is requested to consist of:

 

     (1)  A member of the House of Representatives, to be appointed by the Speaker of the House of Representatives;

 

     (2)  A member of the Senate, to be appointed by the Senate President;

 

     (3)  The Director of Business, Economic Development, and Tourism, and Director of Labor and Industrial Relations, or their designees, who are requested to serve as co-chairs;

 

     (4)  Private sector representatives to be invited by the co-chairs;

 

     (5)  A representative from the Shidler College of Business at the University of Hawaii at Manoa, to be appointed by the President of the University of Hawaii;

 

     (6)  The Superintendent of Education;

 

     (7)  A member from the Office of Economic Revitalization of the City and County of Honolulu, to be appointed by the Mayor of the City and County of Honolulu;

 

     (8)  A member from the County of Hawaii's Department of Research and Development, to be appointed by the Mayor of the County of Hawaii;

 

     (9)  A member from the County of Kauai's Office of Economic Development, to be appointed by the Mayor of the County of Kauai; and

 

    (10)  A member from the County of Maui's Office of Economic Development, to be appointed by the Mayor of the County of Maui; and

 

     BE IT FURTHER RESOLVED that the working group is requested to produce a report that:

 

     (1)  Provides data on the priority clusters identified for economic diversification of the State's new economy;

 

     (2)  Identifies the industries in the priority economic clusters; in-demand occupations; type of work that comprise the occupations; forecast of industry growth by jobs or sales; and training programs and funding sources by status of employment and work; and

 

     (3)  Recommends structure and functions of partnerships with private sector industries to provide pre-employment or employment training, or on-the-job training for employees and prospective employees; and

 

     BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism is requested to use the report when updating section 371-17, Hawaii Revised Statutes, to codify any viable processes of future planning and implementation of collaborative, cluster economic development; and

 

     BE IT FURTHER RESOLVED that the working group is requested to submit the report and any findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2024; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Business, Economic Development, and Tourism; Director of Labor and Industrial Relations; President of the University of Hawaii System; Chairperson of the Board of Education; and mayor of each county.
