SENATE CONCURRENT

RESOLUTION

 

 

REQUESTING THE ESTABLISHMENT OF A PHILIPPINES-HAWAII TOURISM COLLEGE STUDENT EXCHANGE PROGRAM COMPACT.

 

 


     WHEREAS, House Concurrent Resolution No. 124, H.D. 1 (1985), established the State of Hawaii's first sister-state relationship with the Philippines, with the Province of Ilocos Sur, and noted that Filipino immigrants and their descendants have contributed greatly to the economy, cultural diversity, and strength of Hawaii's society; and

 

     WHEREAS, on December 20, 1906, the first fifteen Filipinos, known as sakadas or plantation workers, arrived in the State from the Province of Ilocos Sur to help with Hawaii's sugar plantations; and

 

     WHEREAS, Act 7, Session Laws of Hawaii 2015, recognized the historical significance of the arrival of the first sakadas in the State by designating December 20 of each year as "Sakada Day"; and

 

     WHEREAS, the Province of Ilocos Sur will celebrate its bicentennial anniversary on February 1-3, 2018; and

 

     WHEREAS, in 2015, the City of Vigan, the capital of the Province of Ilocos Sur, was officially inaugurated as one of the world's new urban wonder cities; and

 

     WHEREAS, as an emerging tourist destination, Vigan is an example of the growth of global tourism, which is a significant industry for the State; and

 

     WHEREAS, House Concurrent Resolution No. 48 (2002) requested the Governor and the President of the University of Hawaii to establish sister-state educational, cultural, and economic development exchanges with the Province of Ilocos Sur; and

 

     WHEREAS, Ilocos Sur Community College was founded in 1975 and started its tourism management program in 1992; and

 

     WHEREAS, the University of Northern Philippines was founded in 1965 and started its college of hospitality and tourism management in 1997; and

 

     WHEREAS, the worldwide reputation of the University of Hawaii System, through the University of Hawaii at Manoa School of Travel Industry Management, the hospitality and tourism programs of University of Hawaii West Oahu, and participating University of Hawaii community colleges can be enhanced to become exemplary programs in hospitality, tourism, and transportation management by establishing a student exchange program compact with Ilocos Sur Community College and the University of Northern Philippines; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the House of Representatives concurring, that University of Hawaii System is requested to establish a student exchange program compact between the University of Hawaii System and the University of Northern Philippines College of Hospitality and Tourism Management and the Ilocos Sur Community College Tourism Management Program; and

 

     BE IT FURTHER RESOLVED that the student exchange program compact be known as the "Philippines-Hawaii Tourism College Student Exchange Program Compact" (Compact); and

 

     BE IT FURTHER RESOLVED that the Compact shall focus on the areas of hospitality, tourism, and transportation management exchanges; and

 

     BE IT FURTHER RESOLVED that the Compact shall emphasize the development of a plan to foster communication, cooperation, and courtesies among the participants to explore different avenues of hospitality, tourism, and transportation management exchanges; and

 

     BE IT FURTHER RESOLVED that the Dean of the University of Hawaii at Manoa School of Travel Industry Management, with the cooperation of the Chancellors from University of Hawaii West Oahu and participating University of Hawaii community colleges, shall report findings and recommendations relative to the Compact to the Legislature no later than twenty days prior to the convening of the Regular Session of 2018; and

 

     BE IT FURTHER RESOLVED that the report shall include:

 

     (1)  The number of college students from the Philippines and Hawaii participating in the student exchange program since its inception, pursuant to the Compact;

 

     (2)  An assessment of the effectiveness of the Compact; and

 

     (3)  Any recommendations or proposed legislation that the Dean of the University of Hawaii School of Travel Industry Management and the Chancellors from University of Hawaii West Oahu and participating University of Hawaii community colleges deem necessary to improve the Compact; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Dean of the School of Travel Industry Management, University of Hawaii; Chancellor of University of Hawaii West Oahu; Chancellor of University of Hawaii, Hawaii Community College; Chancellor of University of Hawaii, Kapiolani Community College; Chancellor of University of Hawaii, Kauai Community College; Chancellor of University of Hawaii, Maui College; Governor of the Province of Ilocos Sur; President of the University of Northern Philippines; and Administrator of Ilocos Sur Community College.
