SENATE CONCURRENT

RESOLUTION

 

 

requesting the department of business, economic development, and tourism to provide information to the legislature on the construction and use of cell towers.

 

 

 


     WHEREAS, cell towers have been growing in number in the State; and

 

     WHEREAS, cell towers expand coverage for mobile phones and electronic devices for businesses and individuals; and

 

     WHEREAS, in remote locations of the State, especially on the neighbor islands, wireless service coverage is intermittent, unreliable, and in some cases non-existent; and

 

     WHEREAS, due to the State's mountainous terrain and volcanic topography, as well as the separation of the State by the Hawaiian islands, wireless mobile communication devices are more cost effective and efficient than traditional wired technology; and

 

     WHEREAS, cell towers may transmit microwaves or other frequencies with varying wavelengths, which can be hazardous to humans if directed towards populous areas; and

 

     WHEREAS, in some residential communities in the State, cell towers are unsightly and ruin ocean and mountain views for many residents; and

 

     WHEREAS, while the installation of cell towers are necessary to increase the State's communication capabilities, residents have concerns over the location of towers in residential neighborhoods; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, the House of Representatives concurring, that the Department of Business, Economic Development, and Tourism is requested to provide information to the Legislature on cell towers in the State, including:

 

     (1)  Any federal, state, or county laws, rules, and regulations that apply to the location, construction, and operation of cell towers; and

 

     (2)  The types of services provided by cell towers and the area of service that the tower provides; and

 

     BE IT FURTHER RESOLVED that the Department of Business, Economic Development, and Tourism is requested to submit its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2011; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of the Department of Business, Economic Development, and Tourism.
