SENATE CONCURRENT
RESOLUTION
requesting that the auditor conduct a financial and performance audit of THE hawaii livestock cooperative before that entity BECOMES eligible to receive state funds.
WHEREAS, the majority of the beef consumed in Hawaii is imported, even though cattle are raised in every county in the State; and
WHEREAS, the continued operation of a slaughterhouse within the State will contribute to the viability of Hawaii's beef industry and the continued pursuit of diversified agriculture and food self-sufficiency; and
WHEREAS, the continued and sustainable operation of the Hawaii Livestock Cooperative, the only slaughterhouse on the State's most populous island, may only be possible through significant state assistance with investment in modern equipment, expansion of available stock animals, and development and marketing of new products; and
WHEREAS, fairness to all state residents demands prudence and caution when investing taxpayer money in any enterprise; now, therefore,
BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the House of Representatives concurring, that the Auditor is requested to conduct a financial and performance audit of the Hawaii Livestock Cooperative before that entity becomes eligible to receive state funds in the form of appropriations, loans, grants in aid, or purchases; and
BE IT FURTHER RESOLVED that no state monies be distributed to Hawaii Livestock Cooperative in the form of appropriations, loans, grants in aid, or purchases unless the Auditor has conducted a financial and performance audit of the Hawaii Livestock Cooperative or unless a standing or special committee of the Senate has conducted an informational briefing on the financial and operational state of Hawaii Livestock Cooperative and has received sufficient assurance of the viability of operations of that facility; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Agriculture, Chair of the Senate Committee on Agriculture, and Hawaii Livestock Cooperative.
