SENATE CONCURRENT

RESOLUTION

 

 

URGING THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM TO CREATE A PLAN TO DEVELOP THE WEST OAHU CREATIVE LAB MEDIA/FILM STUDIO COMPLEX AND TO RELOCATE THE HAWAII FILM STUDIO TO THE COMPLEX AND URGING THE UNIVERSITY OF HAWAII BOARD OF REGENTS TO APPROVE A CERTAIN TRANSFER OF LAND.

 

 


     WHEREAS, Waianae High School offers the Searider Production Program, which strives to create an integrated educational approach to visual media and media industry, and creatively converge stories, culture, and community; and

 

     WHEREAS, the University of Hawaii West Oahu offers a bachelor's degree in creative media, which opens the door to careers in graphic and web design, digital video production, and other digital media outlets; and

 

     WHEREAS, there are few opportunities in West Oahu for graduates in creative media programs to become employed; and

 

     WHEREAS, Act 124, Session Laws of Hawaii 2016, the State's supplemental budget, appropriated $17,000,000 to the University of Hawaii West Oahu, contingent upon approval by the Board of Regents of the University of Hawaii by January 1, 2018, of the transfer of 30 acres, but no more than 50 acres, to the High Technology Development Corporation; and

 

     WHEREAS, the High Technology Development Corporation intends to establish the West Oahu Creative Lab Media/Film Studio Complex upon receipt of the acreage referenced in Act 124, Session Laws of Hawaii 2016; and

 

     WHEREAS, the West Oahu Creative Lab Media/Film Studio Complex would act as a creative media and film studio developed through public-private partnerships; and

 

     WHEREAS, the establishment of the West Oahu Creative Lab Media/Film Studio Complex would provide an ideal location for the Hawaii Film Studio, which is currently located in Diamond Head and is the only state-owned and state-operated film studio in the country, provides a secure, air-conditioned shooting environment within Honolulu and has served as the headquarters for television shows and films such as Hawaii Five-0; Magnum, P.I.; Lost; Fifty First Dates; The Rundown; and Blue Crush; and

 

     WHEREAS, the West Oahu Creative Lab Media/Film Studio Complex and the relocation of the Hawaii Film Studio to the Complex would promote growth in the business of creative media and film; attract international investments into the area; and, most importantly, provide local graduates who studied film programs in West Oahu an opportunity to obtain employment in their field and to live, learn, work, and thrive in the community; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the House of Representatives concurring, that the Department of Business, Economic Development, and Tourism is urged to create a plan to develop the West Oahu Creative Lab Media/Film Studio Complex and to relocate the Hawaii Film Studio to the Complex; and

 

     BE IT FURTHER RESOLVED that the University of Hawaii Board of Regents is urged to approve the transfer of at least 30 acres, but not more than 50 acres, to the High Technology Development Corporation upon the development of the plan to develop the West Oahu Creative Lab Media/Film Studio Complex and to relocate the Hawaii Film Studio to the Complex; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chairperson of the Board of Regents at the University of Hawaii and the Director of Business, Economic Development, and Tourism.
