SENATE CONCURRENT

RESOLUTION

 

 

recognizing the hawaii state energy office as the leading government ENTITY for the state's renewable ELECTRIC energy initiatives, renewable energy SECTOR development, AND renewable energy job pipelines and pathways creation and urging coordination among stakeholders and federal, state, and county agencies.

 

 

 


     WHEREAS, achieving the State's goal of using one hundred percent renewable electric energy by 2045 will require meticulous planning and careful coordination among stakeholders and various federal, state, and county agencies; and

 

     WHEREAS, the Hawaii State Energy Office; Public Utilities Commission; Office of Planning; Department of Business, Economic Development, and Tourism; and Department of Land and Natural Resources all address various issues related to clean energy, climate change, sustainability, and decarbonization, leaving the exact division of responsibilities for renewable energy initiatives somewhat unclear; and

 

     WHEREAS, it is also important for the State to work with stakeholders, including communities, interest groups, and the general public, to ensure that Hawaii's renewable energy goals are balanced with the State's economic well-being; and

 

     WHEREAS, the State's development of renewable energy should be well-organized and coordinated so that it can provide jobs, support wage growth, and help reverse the trend of out-migration by the State's youth; and

 

     WHEREAS, careful research and better communication are needed to determine how the State's renewable energy goals will affect the cost of living and quality of life for the State's residents; and

 

     WHEREAS, the State's renewable energy initiatives would benefit from having a single designated office coordinate the projects; and

     WHEREAS, the role of the Hawaii State Energy Office is to support the Hawaii Clean Energy Initiative and to partner with, coordinate, and assist government agencies, private industries, and communities with projects that align with the State's renewable energy and clean transportation goals; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the House of Representatives concurring, that the Hawaii State Energy Office is recognized as the leading government entity for the State's renewable electric energy initiatives, renewable energy sector development, and renewable energy job pipelines and pathways creation; and

 

     BE IT FURTHER RESOLVED that the Hawaii State Energy Office and Department of Business, Economic Development, and Tourism are requested to deliver an informational briefing during the 2020 legislative interim to a joint committee of the Senate Committee on Ways and Means and Senate Committee on Energy, Economic Development, and Tourism to provide recommendations on specific actions the State may take to promote renewable energy, energy efficiency, and clean transportation; and

 

     BE IT FURTHER RESOLVED that the Hawaii State Energy Office and Department of Business, Economic Development, and Tourism are requested to provide to the Legislature a report on the potential positive and negative impacts of the State's one hundred percent renewable energy goal on the State's gross domestic product, wage statistics, job growth, and consumer price index; and

 

     BE IT FURTHER RESOLVED that the State's Chief Energy Officer is requested to provide to the Legislature a plan detailing how the Hawaii State Energy Office will create pipelines and pathways to fulfill the industry workforce needs of the growing renewable energy industry and the skill levels and training programs needed to support the increased demand for renewable energy jobs; and

 

     BE IT FURTHER RESOLVED that the State's Chief Energy Officer is requested to provide to the Legislature a plan detailing how the Hawaii State Energy Office will work with industries and government agencies to grow the renewable energy sector; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chief Energy Officer; Chair of the Public Utilities Commission; Director of the Office of Planning; Director of Business, Economic Development, and Tourism; and Chairperson of the Board of Land and Natural Resources.
