SENATE CONCURRENT

RESOLUTION

 

 

encouraging the board of land and natural resources and counties to coordinate a comprehensive, statewide volunteer effort to clean and beautify all state and county beaches and state parks within their respective jurisdictions.

 

 


     WHEREAS, the Department of Land and Natural Resources has jurisdiction over all public lands, including state parks, pursuant to section 26-15(b), Hawaii Revised Statutes, as well as beaches of the State; and

 

     WHEREAS, the various counties each have statutory responsibility for maintenance over their respective shores and beaches pursuant to sections 46-11.5, 46-12, and 46-65, Hawaii Revised Statutes; and

 

     WHEREAS, ensuring clean and beautiful parks and beaches is an important function of government; and

 

     WHEREAS, clean and scenic parks and beaches benefit the general public as well as visitors and the tourism industry; and

 

     WHEREAS, state and county governments cannot generally provide sufficient services for clean and beautiful parks and beaches; and

 

     WHEREAS, volunteers could help state and county governments immensely in the effort to clean and beautiful state and county parks; and

 

     WHEREAS, businesses, non-profit organizations, government, unions, community organizations, and faith-based organizations may wish to volunteer their time to assist the Department of Land and Natural Resources and counties keeping parks and beaches clean; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2016, the House of Representatives concurring, that the Department of Land and Natural Resources and counties are encouraged to coordinate a comprehensive, statewide volunteer effort to clean and beautify all state and county beaches and state parks within their respective jurisdictions; and

 

     BE IT FURTHER RESOLVED that volunteers for the statewide effort may come from businesses, non-profit organizations, government, unions, community organizations, and faith-based organizations; and

 

     BE IT FURTHER RESOLVED that the Department of Land and Natural Resources establish a website to assist persons who volunteer to clean and beautify state and county beaches and parks so that the volunteers can be easily unified in their efforts and also record the places and hours where they have volunteered; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor, Chairperson of the Board of Land and Natural Resources, Mayor of the City and County of Honolulu, Mayor of the County of Kauai, Mayor of the County of Maui, and Mayor of the County of Hawaii.
