SENATE RESOLUTION

 

 

requesting the department of education to submit a report on unutilized, lapsed federal grant revenue for public education.

 

 


     WHEREAS, the Department of Education receives federal grants for public education which must be used for specific purposes within specific periods of time, or else be returned to the federal government; and

 

     WHEREAS, each grant has a Catalog of Federal Domestic Assistance (CFDA) number which categorizes the grant and identifies its intended purpose and any attached guidelines; and

 

     WHEREAS, the Department of Education underwent a financial audit in each of the years 2013 to 2016; and

 

     WHEREAS, each of these audits revealed that the Department of Education had underutilized over $175,000,000 of federal funding per year; and

 

     WHEREAS, a clear understanding of all federal funds available for public education in Hawaii, including their purposes and expiration dates, is critical to inform decisions regarding the total funding of public education in Hawaii; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, that the Department of Education is requested to review its financial records from the last five fiscal years, specifically its revenue from federal grants, including titled, discretionary, and formula-based grants, and submit a report of its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2019, on unutilized, lapsed federal grant revenue for public education; and

 

     BE IT FURTHER RESOLVED that the report identify:

 

     (1)  All federal grants which the Department received over the last five years;

 

     (2)  The amount of funds used from each grant;

 

     (3)  The amount of funds left unused and lapsed from each grant; and

 

     (4)  Ways that any unused funds could have been used; and

 

     BE IT FURTHER RESOLVED that the report contain the description of each grant and the CFDA number for each grant; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to provide a copy of the report to the Governor; President of the Senate; Speaker of the House of Representatives; Chairperson of the Board of Education; Superintendent of Education; Chair and Executive Director of the State Public Charter School Commission; Chairperson of the Senate Committee on Education; Chairperson of the House of Representatives Committee on Education; Chairperson of the Senate Committee on Hawaiian Affairs; Chairperson of the House of Representatives Committee on Ocean, Marine Resources, and Hawaiian Affairs; Chairperson of the Board of Trustees of the Office of Hawaiian Affairs; and all county mayors, no later than ten days prior to the convening of the Regular Session of 2019; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor; President of the Senate; Speaker of the House of Representatives; Chairperson of the Board of Education; Superintendent of Education; Chair and Executive Director of the State Public Charter School Commission; Chairperson of the Senate Committee on Education; Chairperson of the House of Representatives Committee on Education; Chairperson of the Senate Committee on Hawaiian Affairs; Chairperson of the House of Representatives Committee on Ocean, Marine Resources, and Hawaiian Affairs; Chairperson of


the Board of Trustees of the Office of Hawaiian Affairs; and all county mayors.
