SENATE RESOLUTION

 

 

Requesting the Department of education to conduct a study evaluating the feasibility of expanding the jurisdiction of all public schools to include a quarter-mile RADIUS surrounding each school.

 

 

 


     WHEREAS, youth participating in educational and recreational activities have the right to be free from bullying and any form of violence; and

 

     WHEREAS, bullying, and the related problems of harassment and retaliation, inhibit a young person's ability to learn and an educational or recreational activity provider's ability to teach students in a safe environment; and

 

     WHEREAS, a safe and civil environment helps youth to learn and thrive; and

 

     WHEREAS, although students are protected by school staff while on school grounds and in other areas within a school's jurisdiction, many students are still being bullied and assaulted by other students off school grounds; and

 

     WHEREAS, expanding a school's jurisdiction to areas in close proximity and directly outside of its campus would allow administrators to intervene and discipline students for actions conducted against other students in situations that would have previously occurred outside their jurisdiction; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the Department of Education is requested to conduct a study evaluating the feasibility of expanding the jurisdiction of all public schools under the Department's purview to include a quarter-mile radius surrounding each public school; and

 

     BE IT FURTHER RESOLVED that the Department of Education is requested to submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Chairperson of the Board of Education and Superintendent of Education.
