STATE OF HAWAII

 

 

 

 

 

SENATE RESOLUTION

 

 

requesting the office of the governor to convene a working group to examine the possible reorganization of the department of education's adult education program to better align portions of the program with departments or agencies of the state or counties rather than the department of education.

 

 


     WHEREAS, the Department of Education's adult education program, also referred to as community schools for adults, provides a much-needed service for the State's undereducated community; and

 

     WHEREAS, the adult education program offers a number of courses, including adult general education diploma (GED) programs, English as a second language classes, citizenship classes, computer skills programs, and special interest courses; and

 

     WHEREAS, the adult education program is a vital public resource at a time when securing a job has become more difficult for many of Hawaii's adults; and

 

     WHEREAS, the adult education program assists people who dropped out or were kicked out of school, immigrants, and longtime residents in improving their skills; and

 

     WHEREAS, portions of the adult education program may be better placed under certain departments or agencies within the State or counties rather than the Department of Education; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, that the Office of the Governor is requested to convene a working group to examine the possible reorganization of the Department of Education's adult education program to better align portions of the program with departments or agencies of the State or counties rather than the Department of Education; and

 

     BE IT FURTHER RESOLVED that the working group may include the following:

 

     (1)  Chair of the Senate Committee on Education, or the Chair's designee;

 

     (2)  Chair of the House Committee on Education, or the Chair's designee;

 

     (3)  Superintendent of Education, or the Superintendent's designee;

 

     (4)  Director of Labor and Industrial Relations, or the Director's designee;

 

     (5)  Director of Human Services, or the Director's designee;

 

     (6)  Director of Health, or the Director's designee;

 

     (7)  President of the University of Hawaii System, or the President's designee;

 

     (8)  Vice President of the University of Hawaii Community Colleges, or the Vice President's designee;

 

     (9)  Executive Director of the Executive Office on Aging, or the Executive Director's designee;

 

    (10)  Mayor of the City and County of Honolulu, or the Mayor's designee;

 

    (11)  Mayor of the County of Hawaii, or the Mayor's designee;

 

    (12)  Mayor of the County of Kauai, or the Mayor's designee;

 

    (13)  Mayor of the County of Maui, or the Mayor's designee;

 

    (14)  President of the Hawaii Government Employees Association, or the President's designee; and

 

    (15)  Any other individuals as may be identified and designated to participate in the working group by the Office of the Governor to further the purposes of the working group; and

 

     BE IT FURTHER RESOLVED that members of the working group not be considered employees of the State for purposes of chapter 84, Hawaii Revised Statutes, based solely upon their participation on the working group; and

 

     BE IT FURTHER RESOLVED that the working group be exempt from the requirements of chapter 92, Hawaii Revised Statutes; and

 

     BE IT FURTHER RESOLVED that the working group report its findings and recommendations, including any proposed legislation and funding recommendations, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, Superintendent of Education, Director of Labor and Industrial Relations, Director of Human Services, Director of Health, President of the University of Hawaii System, Vice President of the University of Hawaii Community Colleges, Executive Director of the Executive Office on Aging, Mayor of the City and County of Honolulu, Mayor of the County of Hawaii, Mayor of the County of Kauai, Mayor of the County of Maui, and the President of the Hawaii Government Employees Association.
