SENATE RESOLUTION

 

 

requesting the Governor to issue an Executive Order requiring State agencies, boards, and commissions to post meeting minutes on the website of the agency, board, or commission within thirty days after the meeting.

 

 


     WHEREAS, all state agencies, boards, commissions, authorities, committees, councils and the like that are subject to the Sunshine Law should post all meeting notices and agendas on the state online calendar; and

 

     WHEREAS, the posting of meeting notices and agendas on the state online calendar supports public participation in the proceedings of these state entities; and

 

     WHEREAS, meeting minutes provide the public with information on the activities of these state entities, issues and decisions considered, members' votes, staff roles, and other useful information for understanding these entities' business; and

 

     WHEREAS, posting meeting minutes on the respective entity's website provides individuals with additional information and allows individuals to effectively participate; and

 

     WHEREAS, while some state agencies, boards, and commissions currently post meeting minutes on their website, many do not, requiring individuals to make a special request to receive meeting minutes; and

 

     WHEREAS, section 92-9, Hawaii Revised Statutes, requires state agencies, boards, and commissions to make their written meeting minutes publicly available within thirty days after the meeting; and

 

     WHEREAS, this body finds that meeting minutes of a state agency, board, or commission should be routinely available to the public on that state entity's website; now, therefore,

 

     BE IT RESOLVED by the Senate of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, that the Governor is requested to issue an Executive Order requiring state agencies, boards, and commissions to post meeting minutes on the respective entity's website within thirty days after the meeting; and

 

     BE IT FURTHER RESOLVED that all state agencies, boards, and commissions are requested to post their meeting minutes on the respective entity's websites within thirty days after the meeting; and

 

     BE IT FURTHER RESOLVED that the Office of Information Management and Technology and the Office of Information Practices are requested to provide these state entities with any assistance that may be needed to post their meeting minutes on their respective websites; and

 

     BE IT FURTHER RESOLVED that the Office of Information Practices is requested to report to the Legislature the state entities that have and have not implemented the practice of posting meeting minutes on their respective websites no later than twenty days prior to the convening of the Regular Session of 2015; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor; Lieutenant Governor; Comptroller; Chairperson of the Board of Agriculture; Attorney General; Director of Finance; Director of Business, Economic Development, and Tourism; Director of Commerce and Consumer Affairs; Adjutant General; Superintendent of Education; Chairperson of the Hawaiian Homes Commission; Director of Health; Director of Human Resources Development; Director of Human Services; Director of Labor and Industrial Relations; Chairperson of the Board of Land and Natural Resources; Director of Public Safety; Director of Taxation; Director of Transportation; Chairperson of the Board of Regents of the University of Hawaii; Chief Information Officer of the Office of Information Management and Technology; and Director of the Office of Information Practices.
