H.F. 328 Section 1. DEPARTMENT OF EDUCATION —— MULTIVITAMIN REGIMEN 1 PILOT PROGRAM. 2 1. The department of education shall develop and oversee 3 a multivitamin regimen pilot program beginning no sooner than 4 August 23, 2023, and ending April 30, 2024. The department 5 shall establish the pilot program in twenty-five school 6 districts in this state. 7 2. Under the pilot program, the department of education 8 shall work with participating school districts to facilitate 9 the administration of multivitamins to students enrolled in 10 the school district at the beginning of each school day. A 11 student shall not participate in the pilot program unless 12 the department provides the student and the student’s parent 13 or guardian with information related to the pilot program, 14 including the multivitamin that will be administered under the 15 program, and the student and the student’s parent or guardian 16 consents in writing to the student’s participation in the pilot 17 program. The student or the student’s parent or guardian may 18 discontinue the student’s participation in the pilot program at 19 any time by providing notice to the department or the school 20 district in which the student is enrolled. 21 3. The department of education shall coordinate with 22 the participating school districts to develop the resources 23 necessary to carry out and evaluate the effectiveness of the 24 pilot program. 25 4. The department of education shall, in coordination with 26 the participating school districts, submit a report to the 27 general assembly on or before May 31, 2024, that evaluates 28 the effectiveness of the pilot program. The report shall 29 include information related to the number of students who 30 participated in the pilot program, the academic performance of 31 the students who participated in the pilot program, and whether 32 and under what conditions the pilot program should be extended 33 or expanded. H.F. 328 in the pilot program. 1 EXPLANATION 2 The inclusion of this explanation does not constitute agreement with 3 the explanation’s substance by the members of the general assembly. 4 This bill establishes the multivitamin regimen pilot program 5 in school districts to be administered by the department of 6 education (DE). 7 The bill requires DE to develop and oversee the pilot program 8 beginning no sooner than August 23, 2023, and ending April 30, 9 2024, in 25 school districts. 10 The bill provides that, under the pilot program, DE is 11 to work with participating school districts to facilitate 12 the administration of multivitamins to students enrolled 13 in the school district. The bill prohibits a student from 14 participating in the pilot program unless DE provides the 15 student and the student’s parent or guardian with information 16 related to the pilot program and the student and the student’s 17 parent or guardian consents in writing to the student’s 18 participation in the pilot program. The bill authorizes a 19 student or the student’s parent or guardian to discontinue the 20 student’s participation in the pilot program at any time. 21 The bill requires DE to coordinate with the participating 22 school districts to develop the resources necessary to carry 23 out and evaluate the effectiveness of the pilot program. 24 The bill requires DE, in coordination with the participating 25 school districts, to submit a report to the general assembly 26 on or before May 31, 2024, that evaluates the effectiveness of 27 the pilot program. The bill establishes the information that 28 is required to be included in the report.
