  1  1    Section 1.  CONTINUATION OF MEDICAID PROGRAM ELIGIBILITY
  1  2 POST=DISCHARGE FROM STATE TRAINING SCHOOL AT ELDORA.  The
  1  3 department of human services shall extend Medicaid program
  1  4 coverage provisions pursuant to section 249A.3, subsection
  1  5 1, paragraph "w", to also apply to individuals who otherwise
  1  6 meet the criteria specified therein, with the exception of
  1  7 being in foster care, and who are instead discharged from the
  1  8 state training school at Eldora, regardless of whether federal
  1  9 financial participation is provided. The department of human
  1 10 services may adopt rules pursuant to chapter 17A to administer
  1 11 this section.
  1 12                           EXPLANATION
  1 13 The inclusion of this explanation does not constitute agreement with
  1 14 the explanation's substance by the members of the general assembly.
  1 15    This bill directs the department of human services (DHS) to
  1 16 extend coverage currently provided under the Medicaid program
  1 17 for individuals who are under age 26, in foster care under the
  1 18 responsibility of the state on the date of attaining 18 years
  1 19 of age or a higher age to which foster care is provided, and
  1 20 are enrolled in the Medicaid program while in such foster care,
  1 21 to also apply to individuals who otherwise meet the criteria
  1 22 specified, with the exception of being in foster care, and
  1 23 who are instead discharged from the state training school at
  1 24 Eldora, regardless of whether federal financial participation
  1 25 is provided. The bill authorizes DHS to adopt rules pursuant
  1 26 to Code chapter 17A to administer the bill.
