Section
1.
Section
306C.21,
Code
2021,
is
amended
to
read
1
as
follows:

306C.21
Information
Rest
areas
——
information
centers
and
3
rest
areas
adult
changing
stations
.
4
1.
The
department
may
establish
or
enter
into
agreements
5
with
private
persons,
firms,
or
corporations
for
the
6
establishment
of
information
centers
in
rest
areas
on
the
7
interstate,
freeway
primary,
and
primary
highways,
subject
8
to
the
approval
of
the
appropriate
authority
of
the
federal
9
government.
After
January
1,
1997,
private
persons,
firms,
or
10
corporations
entering
into
an
agreement
with
the
department
11
under
this
section
shall
not
develop,
establish,
or
own
any
12
commercial
business
located
on
land
adjacent
to
the
rest
area
13
which
is
subject
to
the
agreement.

2.
An
interstate
rest
area
shall
be
located
entirely
on
15
the
interstate
right-of-way,
including
,
but
not
limited
to
,
16
all
entrance
and
exit
ramps,
all
rest
area
buildings
including
17
information
centers,
and
all
parking
facilities.
Department
18
money
and
resources
shall
not
be
used
for
any
other
type
of
19
interstate
rest
area.
Whenever
an
interstate
rest
area
is
20
reconstructed,
the
area
available
for
parking
shall
be
equal
21
to
or
more
greater
than
the
area
available
for
parking
prior
22
to
the
reconstruction.

3.
The
department
shall
install
and
maintain
adult
changing
24
stations
in
facilities
at
certain
rest
areas
throughout
the
25
state
as
determined
by
the
department.
For
purposes
of
this
26
subsection,
“adult
changing
station”
means
an
adult
changing
27
table
placed
within
an
enclosed
restroom
facility
or
other
28
similar
facility
that
is
for
use
by
persons
with
disabilities
29
who
need
assistance
with
diapering.
This
subsection
is
30
repealed
July
1,
2026.
