H.F. _____ Section 1. DEPARTMENT OF HEALTH AND HUMAN SERVICES —— 1 REIMBURSEMENT RATES AND ELIGIBILITY —— STATE CHILD CARE 2 ASSISTANCE. 3 1. The department of health and human services shall amend 4 its administrative rules pursuant to chapter 17A to set the 5 half-day reimbursement rates paid to child care providers 6 reimbursed under the state child care assistance program to 7 at least the sixty-fifth percentile, but no more than the 8 eightieth percentile, of the 2024 market rate survey conducted 9 by the department to analyze and evaluate the market rate of 10 child care services throughout the state. 11 2. a. The department of health and human services shall 12 extend the child care workforce one-year pilot program for 13 the state child care assistance program, implemented by the 14 department of health and human services beginning July 5, 2023, 15 until July 4, 2025. 16 b. The department of health and human services shall publish 17 data relating to children and families who receive state child 18 care assistance under paragraph “a” through utilization of 19 modernized, interactive displays found on the department’s 20 internet site. 21 EXPLANATION 22 The inclusion of this explanation does not constitute agreement with 23 the explanation’s substance by the members of the general assembly. 24 This bill relates to state child care assistance program 25 (CCA) reimbursement rates and eligibility for the children of 26 certain child care providers. 27 The bill requires the department of health and human 28 services (HHS) to set half-day reimbursement rates for child 29 care providers participating in the CCA program to at least 30 the 65th percentile, but not more than the 80th percentile, of 31 the 2024 market rate survey conducted by HHS to analyze and 32 evaluate the market rate of child care services throughout the 33 state. 34 On July 5, 2023, HHS initiated a one-year pilot program that 35 -1- LSB 6354YC (5) 90 dg/ko 1/ 2
